t is well known and acknowledged that the UK is facing a real skills shortage and no industry more so than rail, particularly with respect to the number of qualified signalling engineers undertaking installation and maintenance tasks.
This is an increasing problem. With costs being pushed down and the tightening demands on margins, training appears to be one area where companies feel they can make a saving. The irony of this is that it might be a short-term gain to achieving margins, however long- term it will have a devastating effect to available industry competency, and will ultimately end up costing considerably more as future skilled staff become rarer and hence more expensive.
That assessment of the current state of competency training within the rail industry should come as no surprise to those involved in resourcing projects and maintenance support work, and those
who are constantly being met with a competency shortfall and high cost of specialist staff. The term ‘specialist’ being used in a measured way, because as an industry, and due to lack of investment in competency training, we are making even some of the lower grade staff more and more scarce. For instance, in the signalling arena, it used to be that it was the complex TIC grade that was the ‘rare breed’ – however how many resource managers now have difficulty in finding even MOD 3's? This situation needs to be reversed, and the only way to do this is by introducing new blood into the rail industry and investing in their training.
