SECURE IN BLOOMSBURY


Australian company Secure Parking has taken over the operation of the 450-space Bloomsbury Square underground car park in Holborn, London. The management company has taken a long lease from Camden Council.


PARKING PLEASURE FOR LEISURE CENTRE


Leisure centre users, who sometimes struggled to find parking spaces, can now enjoy free parking under a new system introduced by Surrey Heath Borough Council.


The system combines a touch screen with a standard mobile phone solution. This means that visitors to the leisure centre can sign in via the screen and park free of charge, but casual users now have to pay for their parking via mobile phone parking. The Arena Leisure Centre, a popular shopping and entertainment area, is using a system developed by RingGo. In the past parking was free,


which meant casual users wanting to go shopping in the town used the car park and genuine leisure centre users had difficulty parking at the venue.


The council asked RingGo to provide a solution that would differentiate between casual users and leisure centre users, and would allow civil enforcement officers to check parked vehicles quickly. Leigh Thornton, commercial services manager for Surrey Heath Borough Council, said; ‘The Arena Leisure Centre car park demonstrates how practical traffic and parking


management issues can be solved very easily using simple digital solutions. Motorists quite obviously make parking decisions based on a number of factors and if pricing is free in a town centre car park and charged for elsewhere, many commuters and shoppers will favour the former, even if it means a slightly longer walk. ‘This was obviously causing an issue for both management and users of the leisure centre, so working with them and Cobalt Telephone Technologies, we devised this extremely cost- effective solution.’


Mike Elrin, UK commercial manager for Secure Parking said: ‘Bloomsbury Square is a great location which attracts a good mix of daily, contract and resident customers, but there is a lot of potential in the location and we are applying our unique marketing mix to attract new customers.


Secure Parking will be investing approximately £3m over the next 10 years as part of a refurbishment programme.


CCTV EVIDENCE MOUNTS


Xerox Parking Services, has launched a comprehensive CCTV review service that enables local authorities to outsource each step of the collection of on–street penalty notice revenue to the company’s expert team.


The review service encompasses the provision of Zenco’s LaneWatch cameras, monitored and reviewed by Xerox’s centrally- based expert staff. Once a contravention is identified, the review team create evidence packs. The packs can either be imported into an authority’s Si-Dem system for processing, or the processing of the contravention

through to collection can be fully outsourced to Xerox.


The company’s lane monitoring package includes a bus lane site survey, DfT approval, and equipment installation and maintenance. Dave Wearmouth, director of on-street business development for Xerox Parking Services, says that the introduction of the extended CCTV review service represents an important step forward for many local authorities. ‘We introduced a zero up-front cost solution in spring 2012 to provide councils with the latest unattended camera


equipment, but with a per-PCN pricing model that enabled them to acquire a capability without an often-prohibitive upfront capital investment’, said Wearmouth. ‘The extension of this service to include camera reviews, evidence pack creation and, where requested, payment collection, means that it is now a fully end-to-end solution. Authorities can transform their ability to comply with appropriate statutory instruments without any of the upfront cost and, crucially, without any of the wholesale investment in resources and expertise to make this happen,’ he added.
