GAINING POPULARITY


The parking profession has made great strides forward, argues Patrick Troy. But it certainly hasn’t been all plain sailing


T


he fi rst of April marks six months since the BPA established an independent appeals service for the


private parking sector, POPLA. Those six months have been hard work for all those working in the private parking sector. Sometimes the process has been painful. With more than 1,000 appeals decided, there have been some important lessons learnt about how the private parking sector operates. It has also been a test for our service provider, London Councils, who have had their own troubles during this period, but which I hope now are largely resolved.

The good news among all this anguish is that the government has fully supported the activities of the sector in delivering POPLA, and organisations representing the


motorist and consumer have accepted that the sector is capable of regulating itself and delivering a solution for motorists. I often hear members of our


Approved Operator Scheme expressing concern about bloggers’ attempts to undermine the work that the sector has done in raising standards. What I would say is, listen to the legitimate organisations that represent a far wider constituency of opinion and you will hear a very different story – one that understands the challenges of the sector, and recognises that it is trying to do the best for the motorist.
