Lots of opportunity on the Isle of Man


Ray Davies, e-Gaming Development Manager for the Isle of Man Government, believes the jurisdiction can build on its reputation and provide even more opportunities for licensees.





The Isle of Man has been a strong jurisdiction since the development of the igaming industry and its reputation has


continued to grow. The number of li- cence holders reached a new high in 2009-2010 with growth of 40 per cent, and we have plenty of new licence appli- cations underway.


I think there will be two major opportu- nities for the Isle of Man. Firstly, the groundwork undertaken in Asia has paid significant dividends already and I think more and more business will flow from this region. The reputation that the Island has attained and the ability of Asian busi- nesses to co-operate and work together will be a significant driver of new en- quiries and opportunities. Secondly, there is an exciting future for the Island as together with the Regulator we start to look more closely at the devel- opment of new concepts like the ‘Cloud’


and other technical innovations. There is no doubt that business has to be fiscally conscious, and anything that technology can do to reduce operating costs whilst providing robust technological support must be worth serious consideration. Changes to secondary legislation in 2010 opened up the opportunity for companies wishing to sell their product to global part- ners. The new ‘Network Licence’ has con- sequently opened up a new range of busi- ness opportunities. We will be keen to discuss these at EiG, as well as the issue of the EU access, which has been a major feature of the year and is set to continue for the short term. The Isle of Man is fully aware of the challenges ahead and we are maintaining market ac- cess in the face of legislative changes in Eu- rope. The Isle of Man intends to be in a posi- tion to be able to provide access to Euro- pean markets for our operators as regula- tion continues to develop. The Island’s ne-


gotiations on Tax Agreements made over the last few years support this as we are finding many countries are happy to work with us because of our previous work to build co-operative relationships. Our re- cent announcement of a Memorandum of Understanding (MOU) with Denmark and more recently Malta is the first steps on the road to further EU access.


The Isle of Man also remains firmly on the UK White List and as such demon- strates that the Island is seen by our neigh- bour as a well-run jurisdiction. However, changes may be afoot and the Island is alive to the possibility that operator licences will be required in order to market to UK play- ers. We are confident that the Isle of Man will offer a significant advantage to compa- nies seeking a UK Licence.”

Spanish focus for latest WrB


It’s not all happening at EiG, with a specialised conference on the Spanish market held the day before the show.

he day before the EiG show, Clarion Gaming is running the World Regulatory Briefing (WrB) for Spain, which will focus on the Spanish iGaming industry and regulatory changes while EiG provides focus on the iGaming industry across Europe as a whole. Born out of Clarion’s World Gambling Briefing, and responding to an increasingly fragmented regulatory framework of the gaming industry, WrB is a series of one-day regulatory and business development events taking place in the countries where real change happens, bringing you the key stakeholders from local markets to learn from, and build partnerships with. New software puts control in operator hands

hat will you have for visitors to EiG to see?


We have invested a lot of time integrating data feeds so that our customers can automate their live betting for football, tennis, basket- ball, handball, volleyball and horse racing. We will insist on our Apollo suite. This is a framework we built on Ruby on Rails to de- velop efficiently all kind of front-end applica- tion for web, mobile or tablets and to allow our different customers to take advantage of the various developments we do. Another very good addition to our soft- ware is our Campaign Studio, which enables the creation of customer groups according to various criteria such as the customer attrib- utes or profitability for instance and to define campaigns made of one or several promo-


tions that are either passive for retention or triggered by betting actions and which will generate a free bet, a consolation prize, promo cash or loyalty points when the condi- tions are met. We are proud of this module, which is perfectly suited to the business needs of our customers and give them new tools available without integration effort.


You’ve made different channels easier for your customers to control too? We have also developed a technology that we called XL-Trade whose purpose is to in- terconnect several ABP platforms together to enable one trading team to control several platforms synchronously in real time. Com- bined with ABP unique feature to manage multiple price lines within the same sports-

book and have a global and a separate vision of the risk, this provides a very interesting ar- gument for customers having several opera- tions in different jurisdictions or willing to collaborate together. We have also achieved to expose all the services of ABP through a Rest API, which enables our customer to integrate ABP with any other gaming engine or any other sys- tem of their Information System in real time. It now comes with Druid, a very nice tool which track all the traffic going in and out through our Rest API. Using this API we have also integrated gaming terminals and we will show at EIG the multi-channel capa- bilities of our platform.


You only recently launched Apollo - what can this do?


Apollo is our suite for the development of front-end applications for web, mobile and tablets. It comes with an advanced Content Management System. Thanks to this CMS, specialised for the gaming industry, our cus- tomers get a very powerful tool to manage their frontends, which is perfectly integrat- ed with our betting engine. They also now have access to a catalogue of widgets that we can customise to their wishes and that they can drag and drop to change their sites in the way they want. Thanks to Apollo we can also produce mobile apps for App Store or Android Market and include features such as geo localisation, push notification, app rating, etc. Apollo also now includes a chat facility and we are nowlooking at what we will be able to do in the near future with the webRTC.


at ICE Totally Gaming, drawing from its 20,000+ visitor base to bring the latest regulatory developments with a specific focus on the UK and Ireland. The WrB series took its second bold step in Frankfurt, Germany and provided 160 delegates with a well-balanced forum by presenting all the key viewpoints on the iGaming regulatory changes in Schleswig-Holstein and the rest of the 15 German States.


The opening keynote presentation in the Spanish iteration is by national gambling regulator Enrique Alejo Gonzalez, who will highlight what is next for the future of iGaming in Spain. Gonzalez will be looking at how will the law evolve and improve and what does this mean for existing operators, the viability and timeline for opening the market for other forms of games such as slots and sports betting exchanges and examining the effectiveness of the current tax regime and potential changes to it. It may also be an opportunity to assess the regulator’s appetite and willingness to move towards international player liquidity. Chaired by Santiago Asensi, partner at Spanish law firm Asensi Abogados, WrB will then be followed up by a regulators panel, bringing in both national and regional representatives, among them Fernando Prats, director general of taxation and gaming for the Autonomous Government of Madrid, and Luis Miguel González Gago, general director of territorial regulation and local administration, Autonomous Community of Castilla y León, as well as Gonzalez.
