ast month I reviewed how we had performed against the 2011/12 Master Plan, which has now been superseded by the new Master Plan launched at the President’s Reception at the House of Commons in early July. I would also like to take this opportunity to welcome Anjna Patel as President for the coming year and also to thank Paul Necus, the outgoing President, for his leadership and support these past 12 months. To see what we achieved, my column last month is a good place to start! Master Plan 2012/13 is based on the new BPA fi ve-year strategy and includes a number of new initiatives. We believe in raising standards in the parking profession and enabling our members to provide better services for the motorist. Promoting innovation, technology and sustainability will develop, challenge and move our sector forward. By putting the customer at the heart of our thinking, we will deliver better value to our members and work closely with stakeholders, members and government to achieve our vision of excellence in parking for


all. Making parking a recognised profession is fundamental to these aims.


Effective traffi c management The plan sets out three broad themes: “Putting the customer at the heart of our thinking”; “Improving the economic well- being of the United Kingdom”; and “Better regulation”. As before, as well as there being a UK-wide Master Plan, we have derivatives for Scotland and Wales, recognising the increasing importance of working with national governments in these two countries. Improving the economic well-being of the United Kingdom is fundamental. Proper and effective traffi c management is absolutely essential; without this, our high streets will become more congested and costs to local authorities will increase without signifi cant economic benefi ts being realised. We will work with the Association of Town Centre Management and others to bring about a better understanding of the contribution that effective traffi c and parking management can provide. Local authority members will be pleased that we continue to call for traffi c authorities to be able to carry out enforcement of moving traffi c contraventions, as well as providing and controlling parking services. There is a renewed commitment for greater emphasis on ensuring that Britain’s parking structures are properly inspected and maintained. Proper servicing and maintenance should be seen as a priority cost of the operation, and not a call on so-called ‘surplus’ funds generated at the car park. Closure of multi-storey car parks has a detrimental effect on the community and works against the regeneration of town centres. Park Mark® award holders will notice the new Master Plan commitment to see a wider public awareness of Park Mark® – police- approved Safer Parking – and we will be
