the bigger picture, whatever our particular interest or sphere of influence. A local authority parking manager, charged with ensuring that parking enforcement takes place efficiently, does have a vested interest in ensuring that the car park in which he or she operates is safe and well- maintained. We have a duty to work with


our colleagues in parking to ensure that, across the board, we deliver the best service we possibly can fairly, legitimately and safely.


BLUE BADGE IMPROVEMENTS GET GREEN LIGHT


The government in England is well advanced with the delivery of the Blue Badge Improvement Service (BBIS), and local authorities across England are being encouraged to sign up to the new service, which becomes effective on 1 January 2012. The governments in Scotland


and Wales are also engaged with BBIS, encouraging councils to take advantage of the new service. The badge’s new design, which incorporates advanced printing and security features, ensure it is harder to copy, forge or tamper with, and a more secure method of distribution and supply will guarantee that badges are safely delivered to their intended recipient. An improved method of production and distribution for the badges will create a data-sharing system that


will enable local councils to improve enforcement too. This new system will prevent potential misuse, for example, where multiple applications are made, or where names of the deceased are used. It will also make it


easier for civil enforcement


officers undertaking parking enforcement to check whether a badge on display in a vehicle is genuine, regardless of where it is issued in the UK. The agencies involved in administration of Blue Badges vary across Great Britain, and each local authority determines which department will do this locally. BPA members are encouraged to contact their colleagues in the agency responsible for the administration of Blue Badge in their locality, and to encourage them to participate in the BBIS. It’s in everyone’s interest that we deliver a universal scheme. We are delighted that these measures are being introduced as it will offer genuine Blue Badge holders an improved service, and provide local authorities with the means to manage and enforce the scheme more effectively.

need to be adjusted. Future tariff increases will be limited to 20p increments. So 40p/hour rises to 60p/hour perhaps, since 50p/hour can only be purchased with one coin. It’s fair to say these questions are more likely to arise outside the large urban areas, where tariffs are lower, although the 10p coin may be an important component in the fair collection of parking charges, and in the motorists’ ability to pay throughout the country.


Is it fair to switch entirely to cashless parking? Does everyone have access to this method of payment? This may be a ‘silver opportunity’ to consider a wholesale review of tariffs and eliminate the other alleged unfairness – that parking meters do not give change. Should tariffs and payment machines be set so that every coin buys some time? For example, with a 60p/hour tariff, each 10p entered would buy 10 minutes of parking time and 70p buys an hour and 10 minutes, as opposed to a minimum payment of 60p or £1.20 being required.
