Ellis R. Mottur COMMERCE DEPARTMENT

Ellis R. Mottur, 79, an authority on science and technology policy who was a top aide to Sen. Ed- ward M. Kennedy (D-Mass.) and retired in 2001 as a senior Com- merce Department official, died Sept. 3 at Suburban Hospital in Bethesda after a heart attack. He lived in North Bethesda. Mr. Mottur worked on science and technology policy issues for the National Science Foundation before joining Kennedy’s staff in the late 1960s. He worked for the senator for
several years, playing a key role drafting legislation that created the congressional Office of Tech- nology Assessment in the early 1970s. He was assistant director of OTA in the late 1970s, then worked as a consultant, lobbyist and public policy scholar at the Woodrow Wilson Center, among other jobs. Mr. Mottur, a longtime Demo-
cratic Party activist, worked on the presidential campaigns of then-Sens. John F. Kennedy in 1960 and Robert Kennedy in 1968. He was a campaign liaison to the business and high-tech community for Massachusetts Gov. Michael Dukakis’s presiden- tial run in 1988 and Arkansas Gov. Bill Clinton’s in 1992. He spent the Clinton adminis-
tration’s two terms at Commerce, working mostly in trade devel- opment as deputy assistant secre- tary for technology and aero- space.
Ellis Robert Mottur was born in Brooklyn, N.Y., and graduated with honors in 1952 from Swarth- more College in Pennsylvania. He received a master’s degree in business administration from Harvard Business School in 1954, then served two years in the Army in Geneva as a German in- terpreter. He wrote a book of poetry, “A
Poetic Journey: From Fear — Through Love — to Faith and Fe- licity,” published this year. His marriage to the former
Christel Beck ended in divorce. He was a companion for more than 20 years of Inge-Lise Shep- pard of North Bethesda. Other survivors include a son from his marriage, Alfred E. Mottur of Chevy Chase; a brother; and three grandchildren.

Harold B. Pack, 72, who owned Sterling Storage and Van, a mov- ing and storage company in Fair- fax County, from 1970 to 1990, died Sept. 3 at his daughter’s home in Manassas. He had chronic obstructive pulmonary disease. Mr. Pack worked for Sterling
Storage and Van as a salesman for 12 years before buying the com- pany. Harold Bennie Pack was born
in Berwind, W.Va. He lived in Al- exandria before moving in 1995 to Max Meadows, in southwest- ern Virginia. He was a past district governor of the Mount Vernon Lions Club. Went home to be with his Heavenly Father on Tuesday, August 31, 2010. He was born June 25, 1915, in Jersey City, New Jersey and moved when he was young to Portland,NewYork where his family owned a farm that produced Concord grapes for Welch’s Grape Juice. From 1937 to 1942, Nick worked as a Railway Section Hand on the New York Central Railroad. During WW II, Nick served in the U.S. Army, Pacific Theater, Battle of Iwo Jima where he was a decorated war hero earning the Asiatic- Pacific Theater Ribbon with one Bronze Star and Victory Medal World War II. On November 23, 1947, he married Betty Jane Casebolt in Westfield, New York, near the farm of his childhood. For the next 27 years, Nick worked for the Department of the Navy in the accounting services division. In 1973, at the age of 58, Nick retired and spent most of the next 37 years enjoying and nurturing his growing family.
Surviving in addition to his wife of 63 years, Betty Jane, are four sons, nine grandchil- dren and one great-grandchild, Nicholas Leo, who was named after Nick. The sons are: David (Sandra) of Ellicott City, Md; James (Janice) of York Springs, Pa; Daniel (Gina) of Westminster, Md; and Thomas (Lisa) of Middletown, Md. Nick is preceded in death by his parents Giovanni and Nunzia Catania; brother Theodore; sisters Marie and Mary; brother Samuel and first-born son Baby Catania (1951.)

Joshua "Jay" C. Alpern, born December 25, 1934 in New York, passed away on September 9, 2010, in Dacula, Georgia, of kidney failure following a long struggle against cancer. He joined the Central Intelligence Agency with the Office of Technical Service and had a long and distinguished career, including assignments abroad in Thailand and Germany. He rose to a senior executive position and guided important interagency activi- ties for the intelligence community. He received the coveted Distinguished Intelligence Medal for his contribution to the National Security. Upon retirement from the CIA, he was a founder of Zeta Associates of Fairfax, Virginia, and stayed with them for over 10 years when he moved to Georgia. There he created Excalibur Productions where he developed advanced skills in computer graphic arts and video animation. Jay was a gourmet chef, a HAM radio operator and a proud and enthusiastic captain of a seaworthy power boat. Bill seeing Clara for the first time in 1976, remembers saying, "that's the girl I'm going to marry" and they were married June 24, 1978. Despite being burdened by medical problems during her marriage, that did not stop her from spending six years in Germany, 16 years in Orlando, FL, seven years in Alexandria and the last 3 years in Annapolis working as a Medical Office Manager for over 20 years. Clara would learn anything that remotely interested her and developed many talents to include boating, beading, photography, publishing, ballroom dancing, cooking and scuba diving. She was always excited to share her experiences with any one, especially her culinary and artistic creations. Clara was active in the Northern Virginia Power Squadron (a boating organiza- tion) as the secretary for three years. She loved not only traveling, but also the excitement of planning and preparing for each trip and more importantly to her, researching the regional history associated with each trip. Died on Thursday, September 9, 2010 at her residence at Greenspring Village, in Springfield, Virginia. She was 90. Born in Pontiac, Michigan, Velma left her parents’ farm in 1941 to work in Washington, DC for the Federal Government. There she met her future husband, Michael Cherwek, and they were married in 1943. In addition to raising her four children, Velma was very active in the Springfield United Methodist Church. A member of the Marion Ruth Circle, she also worked in the library, on the wedding reception committee, and served for many years as membership chairman. She worked in the library at Crestwood Elementary in the seventies. She was widowed in 2004 after 60 years of marriage. From an early age, Velma was an admirer of Abraham Lincoln. She collected books, knowl- edge and memorabilia about Lincoln. For forty years, she belonged to the Lincoln Group of the District of Columbia, and was secretary for many of those years. She also was affiliated in the seventies with the Lincoln Commission of the New York Avenue Presbyterian Church. Velma is survived by her four children: Dr. Michael Cherwek of Fredericksburg, VA; Ginny Cherwek of Springfield, VA; Nancy Peterson of Ft. Lauderdale, FL; and Laura Gross, of Reston, VA. She also leaves behind her sister, June M. Feldmann, five grandchildren, Hunter Cherwek, Chris Peterson, Lee Cherwek, Darby Peterson and Samantha Gross, and three great grandchil- dren, Ajax, Axton and McKena Peterson. Was born inWashington, DC on November 24, 1956 to the late Gloria “Jackie” DelVecchio Fullmer and Marvin “Dick” Fullmer. Surrounded by his loved ones, John passed away in peace at the University of Maryland Hospital Center, September 4, 2010. John, a long time resident of Annapolis, was a compassionate man of many interests and talents with a boundless love of the water and music. John had a profound passion for his work and community service. He earned his master’s degree in counseling from Johns Hopkins University and gained wide recognition for his work as a therapist in the field of mental health and substance abuse. John was married for 18 years to Nancy Fullmer and was a beloved father of their two children, Spencer, 17 and Tessa, 14. He is also survived by his siblings, Diane Gunion and Robin Moss; his brother- in-law, Frank Gunion; his loving friend, Gloria Alviani; and many nephews and nieces. A Cel- ebration of John's Life will be held on Septem- ber 18 at 3 p.m. at Overlook Pavilion, Port Annapolis Marina, 7074 Bembe Beach Road, Annapolis. Born in Takoma Park, MD on August 20, 1932; died September 9, 2010 at her daughter’s home in Laytonsville, MD after a brief illness. Thelma and her husband, Jim, celebrated their 60th wedding anniversary on April 10th of this year. Thelma was dearly beloved by her family and friends. She was preceded in death by her son, 2nd Lt. Joseph Mark Guthrie and leaves behind her husband, Jim; her daughter, M. Janice Guthrie; her daughter, Sharon Gilpin and her husband, David and their children, Eliza, Alexander and Jennifer Gilpin; her daughter, Elaine and her husband, Matt and their chil- dren, Matthew, Joseph and Jessica Novakovich; and her son, James Guthrie, Jr. and his wife, Bettina and their children, Heidi, Phillip, Gwendolyn and James III and wife, Kana and great-granddaughter, Katelyn Guthrie; along with many other relatives and friends, who will miss her more than words can say. Of New Market, MD died on Friday, September 10, 2010, at his home. He was the loving and beloved husband of Mary C. (Murphy) Greene. Mr. Greene was born on January 26, 1949, in Goldsboro, NC, the son of the late Byron J. Sr., and Margaret Becton Greene. He served with the 82nd Airborne, Military Intelligence, commanded the 332 MI Company in Korea for three years, and was with INSCOM Support Battalion at Ft. Belvoir. As a young man he achieved the rank of Eagle Scout; he later belonged to the Association of the U. S. Army, Masonic Lodge # 0634 (Goldsboro, NC), Shriners International (New Bern, NC), American Legion Post 1976 (Annandale, VA), the NC State Alumni Association, and was a member of the Madison Avenue Baptist Church, Goldsboro, NC. He was an esteemed colleague for 17 years at the Bureau of Indian Affairs. Mr. Greene is survived by his daughter, Margaret Caroline Greene, stepson Kenneth Lowell Mur- phy, cousins Lynette Parker, Ann Morgan, Melanie Fulkerson, Franklin Flowers, and William Flow- ers, and aunts Carolyn Flowers and Alma Morris. GRIFFIN ROBERT J. GRIFFIN
Of Springfield, VA. passed away on September 5, 2010. He was the beloved father of James Griffin of New York, NY; Robert Griffin II of College Station, TX and Michael Griffin of Locust Valley, NY. He is also survived by five grandchildren, John, Becky, Orin, Devon and Carlin. "Griff" was a dear and loving friend to many. Mr. Griffin served in World War II with the 15th Air Corps in Italy. On his 41st mission he was shot down, captured and spent a year in a German POW camp. His awards include the Distinguished Flying Cross, the Air Medal, the Purple Heart, the POW Medal and the Victory Medal. Mr. Griffin was retired from the Edison Electric Institute and a long standing member of the Springfield Golf and Country Club. Services to be determined; followed by interment at Arlington National Cemetery on October 13, 2010 at 2 p.m.
