Government says launch of Skills England will transform the economy R

etailers have welcomed the government’s plans for a new Growth and

Skills Levy, which will replace the existing apprenticeship levy, announced by Prime Minister Keir Starmer on 22 July. The PM and Education Secretary

unveiled the launch of Skills England to bring together “the fractured skills landscape and create a shared national ambition to boost the nation’s skills”.

4 • FOOTWEAR TODAY • AUGUST 2024 The government said that

training and development is vital to economic growth, with improvements accounting for a third of productivity gains over the past two decades. Skills England is intended to collaborate with central and local governments, businesses, training providers and unions to address the needs of the next decade nationwide. Skills England says it will identify training eligible for the Growth

and Skills Levy, a significant reform granting businesses more flexibility to spend levy funds on necessary training, a long-standing request from employers. The British Retail Consortium’s

Director of Business and Regulation, Tom Ironside, said: “We welcome the Prime Minister’s call to give businesses more flexibility to spend funds on the training they think is really necessary. The Apprenticeship Levy in

its current form is broken, with half of the retail industry’s £250 million contribution going unspent. Therefore, retailers are excited to see the details of the new Growth and Skills Levy, and are keen to work with the government to ensure its greater flexibility that would allow them to spend these funds on the most suitable educational courses encompassing functional and digital skills for the future.”
