3. Borrowing of funds in anticipation of taxes; directing the


issuance of bonds previously authorized at an election; 4. Fixing tax rates; 5. Amendments to the zoning ordinance. Section 2.130. To meet a public emergency affecting the


immediate preservation of the public peace, health, safety and welfare the councilmay adopt emergency ordinances.Anemergency ordinance shall be introduced in the formand manner prescribed for ordinances generally, except that it shall be plainly designated as an emergency ordinance and shall contain in the body of the ordinance a declaration that an emergency exists and shall set forththe facts in clear and specific terms to support thedeclaration. If at least two-thirdsofallmembers of the council vote in the affirmative, then the ordinance shall take effect immediately upon its enactment but if only amajority vote in the affirmative, it shall take effect at the expiration of fifteen days after its enactment. Section2.140. 1. Each member of the county council shall receive as total


compensation an annual salary of twenty thousand dollars ($20,000), to be paid out of the county treasury, chargeable to the general revenue fund. The chairperson of the county council shall receive an additional salary, while chairperson, in an amount equal to twenty-five (25) percent of the salary of a member of the council. Said salaries and differential pay shall only be amended by ordinance and pursuant to the provisions of this section. Unless otherwise amended pursuant to the provisions of this Section, the council is not permitted by ordinance or otherwise to change the salaries of the members of council nor the additional salary for the chair of the council. 2. There shall be a council compensation commission (“the


commission”) for the purpose of considering and recommending amendments to the compensation of St. Louis County council members. 3. The commission shall convene every five (5) years


beginning on the last Monday in February, beginning in the year immediately following voter approval of the establishment of the commission, to review and study the relationship of
