ninety (90) days beginning upon the last Monday in February for that calendar year. During this ninety (90) day period, the commission shall publicly meet and confer a minimum of three (3) times for the purpose of discussing matters related to council compensation, considering making recommendations for amending council compensation, and hearing public comment concerning the compensation of members of the St. Louis County council, including the differential compensation for the chair. 8.
