pupils at the school staged three performances of the hit musical

at the school, said: “The children and staff worked extremely hard in order to make this happen. All children in the school were involved in the production with

Big-scale music should have a specified site
SHOULD the Ribble Valley have a designated site for large scale music events? Members of Rimington and Middop
Parish Council believe it should. Mem bers were joined by representatives of the police, the borough’s Events Safety Advisory Group and the public when a planned music event in a field at Howgill was discussed. Parish council chairman Robert Whit
taker introduced discussion of the event now scheduled to take place in Howgill Field on September 15th and billed as the “Full Phat Open Air Festival”. Numerous issues were raised and
responses were made by the police, ESAG, parish councillors, members of the public and the promoter. Of concern were:- Traffic safety
arrangements (the A682 is scheduled for closure between Rimington Lane and Watt Close Farm between September 10th and 16th), including the proposed one way system using Coal Pit Lane; the noise nuisance; the negative effect on neighbouring businesses, both the bed and breakfast opposite the site and the fields used for grazing stock which sur round the site and traffic avoiding the road closure by passing through Riming ton. It was pointed out that the A682 was reputed to now be the most danger ous road in England in terms of fatalities per km. The possibility of contamination of
the site if visitors came from Pirbright, Surrey, was also raised, unless the foot and mouth emergency was definitely over; the part played by Police outside the site; the use of commercial marshals inside the site, and the prevention of the event spilling over neighbouring fields.
The parish council accepted the view
there was nothing wrong in people want ing to enjoy themselves in country sur roundings but, at the same time, mem bers were concerned about the negative impact of the issues above on those resi dents who lived nearby and within the parish of an event of this scale on this particular site, which they thought was inappropriate. The council’s vice chair man, Coun. Brian Berry, expressed the view that Ribble Valley should actively seek a suitable venue for such events, and that the parish council would support such a designated site. Coun. Whittaker thanked the visiting
speakers who had given up their time to make the meeting possible and all others, both for and against the event, for their valuable contributions and the manner in which they had been presented. A motion was put and passed unani
mously that the borough council should be asked to hold a public hearing in front of the Licensing Committee before the licence was granted. An application has been made and advertised and the event is set to take place between noon on Sep tember 15th and 6 a.m. the following day. Coun. Berry and Coun. John Park er abstained, expressing a personal inter est in the decision. Event organisers Ian O’Reilly and
Emma Robinson now have a designated website which warns of security checks to stop illegal substance use, asks those attending not to drink and drive, but use local taxis and to consider local residents. • Should there be a designated site for

Smokers
can light up in garden
LICENSEES of a Clitheroe pub are to allow smokers to light up in the beer garden after 11 p.m. The White Lion in
Market Place, which is run by Claire Ellis and William Crossley, had to conform to a beer garden curfew brought in by Rib ble Valley Borough Coun cil for all pubs in Clitheroe in November 2005 to cut down on noise and disrup tion to residents. That meant customers
had been forced out on to the street in the town cen tre to smoke or had to stay inside after 11 p.m. Members of the coun
cil’s Licensing sub-com mittee agreed to lift the condition after licensing expert Gill Sherratt, of Licensing Matters, told them that the restriction meant th a t the pub would be forced to break the law because it also had to comply with the drink ing ban to ensure no glass es are taken outside. She also raised the pos
sibility of drink-spiking if smokers had to leave their drink to go out and smoke. She added: “The White
Lion is run by two Ribble Valley residents who have a flawless record. I t is a business that is not only a public house, but a very popular hotel that caters for visitors to this area.” A Ribble Valley Bor
