THE Halifax Bank recently released figures, which confirm what many in the Ribble Valley have learnt the hard way - that during the past five years there has been a 72% increase in the number of estates paying Inheritance Tax. The Ribble Valley has


been particularly hard hit, as property prices have risen much faster than the inheritance tax threshold; currently £285,000. Janet Helme, director of


estate agency Purple Wil­ low, reported that in July the national average price of properties advertised through Right Move was £217,580. Her co-director Irene Chenery, specialist Trust and Conveyancing solicitor in the firm Irene Chenery Maher & co, explained: “The inheri­ tance tax threshold has increased very little over the past few years, despite the fact the there has been an

increase in house prices during the same period. As a result. Inheritance Tax isn't something which only the rich must plan for. It will affect a significant number of home owners in the Ribble Valley. There are, however, steps which can be taken to reduce the effect of the tax, so as to preserve assets for the family. Estate agents call for end to HIPS


ESTATE agents in the Ribble Valley, as with others throughout the country, have been vociferous in their oppo­ sition to the introduction of HIPs. Since the Govern­


ment’s decision to make the home condition report a voluntary rather than a mandatory part of the HIPs, the row over the Government’s intro­ duction of them in June 2007 continues to gath­ er force. The National Associa­


tion of Estate Agents has stated that HIPs are unworkable as a result of the Government’s change of plans and has called for the repeal of all elements of HIPs, other than energy rating, and for it to go back to the drawing board. The a s so c ia t io n ’s


chief executive is calling for the abolition of the introduction of the packs and is asking that the Government works with the association to find other ways of improving the property buying and selling process. He recommends that


all aspects of HIPs, apart from the energy rating certificate, which is a requirement of Euro­ pean legislation, should be revoked. Peter Bolton King has


stated that, whatever anyone thinks about HIPs, it is nonsense to make only part volun­ tary. “What is left of HIPs is


now unworkable,” he says. “The N A EA has
