'^13' scheme for disabled people has announced revised criteria for eligibility to the scheme. The changes should provide^ an estimated 150.000 additional people with


. access to the scheme and the opportunities as well as freedoms that it affords. These enhancements recognise the pattern of awards of the higher rate mobility compo­ nent of the Disability Living Allowance (DLA), which in turn enables those with a disability to use their benefit to receive a brand; new car on the Motability scheme. Preyiously, a disabled person receiving the relevant Disability Living Allowance and therefore a potential user of the Motability service could miss out because their award length fell short of the Motability require­ ments of three years. Motability has now adjusted the requirements of the scheme to ensure that it is accessible to these people as well. In future most of these allowances will be renewed for three years to cover the lease of the car.

; they were using their phone at the time the accident occurred. Motorists will be asked to hand over their mobiles so that officers could check on their most recent calls. It could mean a, jail sentence of up to 10 years if it was proven that a motorist was driving dan­ gerously while using a handset. The police were given the powers to check phone records in 2000, but only if a fatality was caused by the accident. Ministers believe that broaden­ ing the scheme will help enforce the ban on using mobile phones while driving.

.and rear, surely Honda had to give a nodding acquaintance to Fiat’s Multipla, but no. The Volk­ swagen Touran was identified as the key competitor and this shows where Honda’s ambitions lie. Do not think of the FR-V as a car defined by its six seats. Instead consider that its quality and residual values knock the Touran into touch. Most customers will choose the 2.0-litre versions, thanks to financing that will cost most customers an additional £20 a month to upgrade from the 1.7-


, litre car to the equivalent 2.0-litre. Fitted with an i-VTEC engine
