Village garages will remain for the near future at least
THE occupants of 13 garages on land off Ribblesdale View, Chat- burn, have been spared kerb-side parking for the foreseeable future a f te r plans to tu rn the s ite into housing were refused. Members of Ribble Valley Borough
Council's Planning and Development Committee vetoed outline planning
consent for a residential development of around six houses on land between the railway line and Ribblesdale View. The application had been lodged by Mrs Joyce Harrison and had been rec ommended for refusal by the council's planning officers. Currently the site is occupied by 13
flat-roofed garages with a shed at the far end and storage for old tyres. Part of the site is hard surfaced, and an area closest to the railway banking grassed. Fifteen years ago an applica tion for two pairs of semi-detached houses with integral garages was granted, but lapsed in 1990. Since then policies have changed
which affect the Local Plan. These policies came about in 1998 and state
that housing development in a village such as Chatburn should be either infill - the filling of small gaps between houses - or essential to local needs. Planning officers felt the site could not be categorised as infill, as the main residential development which surrounded the site was either across the railway embankment, or some distance away. They also suggested that there was
between Sawley Road and the railway bridge, and that the increased traffic generated from the development would pose an increased danger to
children on foot. Neither the Environment Agency
doubt any element of need could be sustained in a village which had already seen a number of social hous ing schemes. They also feared allow ing the development would set a dan gerous precedent for other proposals. Just one letter of objection had
been received from a nearby resident who was concerned that any building would obscure the view of existing homes directly behind the land on the other side of the railway. He also voiced misgivings about the potential overlooking of neighbouring dwellings, as well as loss of sunlight, due to the site's elevated position. It was also pointed out that there was no footpath on the narrow road
Surgery did not slow down club stalwart
A STALWART former offi cial of the Pendle Club, Clitheroe, has died aged 80. Mr Jack Wrighton, pic
tured, came to the town over 20 years ago, not long after a major throat cancer operation similar to that undergone by actor Jack Hawkins. He had been forced to

nor the county surveyor had any objections in principle to the propos al though the latter felt that previous ly proposed access would be sufficient for only five houses. The parish council had no objec
tions to the development itself either, but did raise concern on the removal of the garages which would ultimately force their occupants to adopt kerb- side parking on the narrow road. Members of the planning commit
tee also refused an application from Mrs S. M. Hopwood for the construc tion of a single detached dwelling and garage at The Rookery, Bridge Road, Chatburn. They agreed with officers that the proposal did not constitute infill development and would detri mentally affect the openness of this part of the village.

His organisational and people-motivating skills were put to good use at the Pendle Club, where he built up the waste paper sales and was also a keen official on the welfare side. Mr Wrighton had been a
regular visitor to the club up to recently, and was greatly respected. A keen drummer all his life, he had played in many places in the London area and after moving north was a diligent member of the Accrington Accordian Band, helping to raise large sums for charity. Mr Wrighton was a profi
cient linguist, a keen golfer at the Whalley club, and an

voice, Mr Wrighton not only learned to speak again but motivated and taught others in a similar situation to do so. He visited patients with similar conditions in several hospitals as far away as London and was so dedicated and effective in this task th a t recordings were made so that his inspi ration could live on. On meeting anyone for
the first time, Mr Wrighton would calmly explain the reason for his unusual voice. The funeral is tomorrow
and Mr Wrighton leaves a son and a daughter.

facility in Grindleton. The "hands-on" experience came during
the public session at the end of the parish council’s annual meeting. Computer expert Mark Pickles, assisted
by parish councillor Ron Toothill, gave a demonstration of the village's interactive website, available at
www.grindleton.org.

Mart's weekly sale on Tueday, 48 prime bulls,
steers and heifers, 467 prime lambs, hoggs and ewes, and six calves were
forward. The overall average for prime
cattle was 86.11p/kg. For prime bulls 98p was the best call with some black and white bulls in the 70p bracket and a smaller number of clean cattle saw a top call of
11 Ip. Bulls: premium made to 98p
per kg, prime to 95p (average 89.11p per kg), commercial to 85p (7<1.91p). Steers: Commercial to
75p. Hiefers: Premium to l l l p (109.5p), prime to 104p (93.08p), commercial to 8*1 p (80.43p). The top sale price for lambs
was £4*1.50 per head from R. Dean and top kilo price was 122.2p/kg from J. Wade. The best butchers’ lambs were up to 122p per kg, 36kg Tcxels were at £44 and some heavier smarter lambs sold at around 112p with prime lambs around lOOp. Sixty hoggs were forward and ewes were up in number with just over 100 head. Lambs: Premium (36-45.5kg)
made to 122.2p (117.98p), prime (36-45.5kg) to 103.4p (102.06p),
prime (45.5-52kg) to 106.1 p (100.73p), others to 97.9p
(91.26p). Hoggs made to 63.9p (61.38p). Shearlings made to 39p (31.19p). Cast ewes and rams made to £32 per head (£15.24). In the sale of calves good Bel
gian Blue bulls were at £187, while heifer calves went to £76, a Friesian bull of 44 days sold at , £50. Top prices were: Friesian / bull calves to £23, Belgian Blue' bull calves to £94 and Simmental bull calves to £135. At the fortnightly sale of store
cattle, ewes and lambs on Friday, 200 head were forward. Store bulls held up with the best green
cards at £385/£390 and red card ed animals at £350/£360. Cows and calves saw a healthy demand and younger beef cows with heifer calves at foot (one to two months)
were at £500 and bull calves ranged from £650 to £750. Top price for steers was £525 for a blue carded steer and £458/£435 for 16-month-old blue carded Charolais steers. Strong heifers achieved £350 to £400 several
times. A larger entry of hoggs with
iambs at foot saw variable trade to £26 per life, while a good entry of geld Mule hoggs averaged £32.50. Some Dorest ewes with one and half lambs apiece raised
£17. Cash boost is good
news for local farmers A CASH boost of £500,000 for the North-West Development Agency's regeneration programme
is good news for Ribble Valley farmers. The "New Farming Horizons” fund aims to encourage
the diversification of the region's agricultural economy. The cash will pay for up to 25 per cent, or, in exceptional circumstances, up to 40 per cent, of the cost of converting
vacant farm buildings for new uses. These new uses could be almost anything from farm
shops and workshops through to tourism facilities or office space. Unlike existing rural funding schemes, this is not
only aimed at farmers. Anyone with a registered farm holding can apply, including landowners in parts of the region which are more commonly associated with heavy industry rather than agriculture. This new programme, developed in response to a farm
ing meeting in Downing Street, will provide opportunities for farmers to use creative thinking to develop additional

cess of its spring fair. P arents and many others con nected with the school were joined
by local businesses and people who rented s ta l ls in helping to raise
£711. The event was held at St Michael
and St John Social Centre, Clitheroe, and refreshments and competitions helped swell proceeds.
The money is for the funds of the
