page 10). They have invited me to take part in a public debate
on public spending and pri orities after some com ments I made about the Civic Cinema and car park ing charges. I am afraid I am going to decline. One of the health risks of
this job is taking yourself too seriously and the coun cillors seem to be intent on committing an industrial injury. Can you imagine John Major inviting half of Fleet Street in for a special ly staged debate at West minster after one of those tempests of criticism that he seems to come in for? Anyway, these men and
women are experienced debaters; talk about Daniel and the lions* den. I have heard some unlovely stories about how members of the public can fare when invit ed to address them, a recent debate on car park ing charges being an exam ple. The councillors would have me for a light supper and I*m too old for that kind of game. My job is sitting at a type
writer. Readers agree or disagree and respond if they feel like it. The coun cillors* position, having suc cessfully put themselves forward for election, is to run the Ribble Valley, inso far as this Government will allow them to do so. l*m the first person to agree that the Government does n’t make that easy and, like many people and a lot of

councillors themselves,^ I would like to see them m charge of much more, with
a much freer hand. Which is why I am sur prised at this joint
approach. The Liberal Democrat leader in the House of Commons consis tently, and very effectively, criticises Government poli cy and it is the Conserva tive Government’s unpopu larity which has led to it losing control of most local government, even in the
Ribble Valley. So what are these two party leaders doing, cozying up like this? The leaders say they see
their role as fundamentally about balance. What about priorities? Are Liberal Democrat priorities the same as Conservative pri
orities? There is a General Election just over the hori zon and local councillors are the backbone of politi cal effort in a constituency
campaign.They are the politically literate, they are the people with the skills and the reputation on the doorstep to put policies over. So how are Mr Nigel
Evans and Mr Michael Carr going to react to the news that the two leaders of their prime infantry forces are tiptoeing through the fields of balance, hand in hand? Just to return, briefly, to
the letter, I know Mr Major has announced a new sports initiative. I believe i t ’s his third and playing fields are still being sold off. Obviously, the
sports and leisure manager was submitting a report; I simply said she was wast ing her time dreaming about grandiose plans when money was very
tight for what she already manages and when the council is so strapped for cash it says it has no alter native but to introduce parking charges. Did they come into the council’s
questionnaire? Nor am I against arts and
pro-sport, but anyone who thinks keeping the Civic Cinema open as a serious
contribution to art isn t using a definition of the term I would share. In the end it doesn’t mat
ter a row of beans what I say; it’s what councillor’s constituents think and do with their ballot papers
that counts. So here I remain, chicken,
cowering behind my machine, an occasional gadfly on the ample rump of the Ribble Valley Bor ough Council, available for swatting, but with the pen, not the rapier of experi enced duellists like council lors Howel Jones and Chris Holtom. Perhaps they might con
sider doing a bit of duelling with each other as the elec tion nears and their cham pions look to them for their support. And, by the way, the name is Tony Cliff.

Sporting chance for council chief Rachel T
he council officer closely involved in the borough’s bid for
cer Mrs Rachel Rootes (33) will leave at the end of this month, just nine months after taking up her high- profile post. Her new position at the
Manchester-based firm of Strategic Leisure is a step up the promotion ladder. She said: “ I have been offered an opportunity to work outside local authori ties. In my career I have worked a lot in local authorities but I have final ly decided I need other experience.” Mrs Rootes (pictuered)
has been involved in putting together the bor ough council’s Lottery bids for Clitheroe Castle and Edisford sports area. She intends to keep in close
contact with the council to monitor the success of next month’s bid for money for improvements to the castle and the Edisford bid due to be submitted at the end of
the year. Her new position will
involve offering advice, including information about Lottery bids, to local authorities and organisa tions in the private and vol untary sector.
After studying English lit erature at Edinburgh Uni
versity and recreation man agement at Loughborough College, Mrs Rootes worked in various sports and leisure management jobs. Her previous job was at Wyre Forest, Shropshire. No replacement has been
appointed. The post is cur rently being advertised.
