PLANNING FOR THE FUTURE


Infrastructure will be vital in the delivery of Lancashire’s new growth plan, a senior politician from County Hall told the built environment summit.


Councillor Brian Moore, cabinet member for economic growth and development in the Reform led county council, told delegates property and construction runs right through the document.


Criticising national policy on net zero, he called for institutional investors to change their focus


on sustainability and environmental projects and to turn their attention to infrastructure.


The new Lancashire Combined County Authority (LCCA) has published the plan, which sets out how the county will build on its position as one of the UK’s leading economic powerhouses.


Its aim is to deliver growth between 2025 and 2035, with a strategic focus on exploiting the potential of five high-growth business sectors around existing and proposed ‘transformational’ projects.


The LCCA is a partnership between Lancashire County Council, Blackburn with Darwen Council and Blackpool Council.


Developed by the LCCA and championed by the Lancashire Business Board (LBB), the plan identifies a pipeline of projects with the potential to attract more than £20bn of additional public and private investment.


It also focuses on the development of ‘economic corridors’ – including a ‘central belt’ following the M55-M65 corridor, connecting Blackpool, Preston, Blackburn and Burnley.

Coun Moore, who worked as a property developer and spent time as a project manager delivering economic development projects in the north of the county earlier in his career, described the document as a plan “for the whole of Lancashire”.


And he highlighted major projects including the new National Cyber Force headquarters in Samlesbury and Eden Project Morecambe, stressing: “Infrastructure is absolutely central to the plan.”


Coun Moore told delegates Lancashire’s two licensed nuclear sites would play a big role in future economic development, with Springfields near Preston set to fuel new power stations as they come on stream.


And he also highlighted Lancashire’s aerospace and advanced manufacturing sectors.


Explaining his view on net zero, he said: “I believe we should be dealing with the effects of climate change rather than trying to bankrupt the country to achieve net zero, which will have no effect on the world’s climate.”


He added: “I believe we have the most expensive electricity in the world, merely because we are subsidising all the net zero.


“It is making us as a country uncompetitive. We are spending so much money on this we can’t spend money on other areas.


“We can do virtually nothing to prevent carbon emissions in the world as a country but we are investing all our surplus funding into net zero.


“It is actually hurting people int their pockets at home as well as businesses with all their energy costs.”
