The objectives of the Strategic Transport Plan are:

» Transform economic performance » Improve access to opportunities across the north
» Promote and support the built and natural environment
Investment is being prioritised into three time frames, as follows:
» Short term, up to 2025 » Medium term, 2026-2035 » Long term, 2036-2050
The current estimate of the total value of the emerging investment programme from 2020-2050 is £60bn-£70bn.
Below are some of the transport infrastructure projects already underway:
Road – there will be £2.9bn of strategic improvement from 2015-2020 to northern roads. One important project is the Mersey Gateway, a six lane toll bridge over the Mersey between the towns of Runcorn and Widnes which was completed in 2017 at a cost of £600m. Another significant project is the Manchester Airport Relief Road, a £290m project that will reduce congestion by providing a 6 mile relief road linking the A6 at Hazel Grove to the M56 at Manchester Airport via the existing A555 in Bramhall.
Rail - construction of HS2, which will connect London to Birmingham by 2026, to Crewe by 2027 and to Manchester Airport, Manchester, Sheffield and Leeds by 2033. Alongside the HS2 improvements, TfN are proposing new Northern Powerhouse Rail lines to connect Crewe to Liverpool, Liverpool to Manchester Airport and Manchester to Leeds with upgrades to lines between Manchester and Sheffield, Sheffield and Hull, Leeds and Hull and Leeds to York, Darlington, Durham and Newcastle.
Sea – the four major ports in the north are the Port of Liverpool, the Port of Hull, Teesport and the Port of Tyne which have collectively seen over £1bn of investment over the last five years including the creation of Liverpool2 a new deep water facility that is able to service 95% of the world’s container ships.
Air – the six international airports in the north and their passenger numbers are Manchester Airport (28m), Liverpool John Lennon Airport (5m), Newcastle Airport (4.8m), Leeds Bradford Airport (4m), Doncaster Sheffield Airport (1.3m) and Humberside Airport (190,000). Manchester Airport is currently underway with a £1bn investment programme as part of a vision to become a top 10 European airport and one of two primary international gateways to the UK, sitting at the heart of a super-connected Northern transport network.
