In November, the European Parliament’s Environment’s Committee confirmed the appointment of Jessika Roswall as Commissioner-designate for the Environment and a Competitive Circular Economy. During her hearing, the future Commissioner outlined her plans to advance the circular economy in the next 5 years, emphasising the pivotal role of the circular economy in achieving the EU’s sustainability goals.


In particular, she highlighted the need to establish a unified single market for the circular waste, secondary materials and sustainable products. For this, the Commission will streamline regulations to remove cross-border barriers that hinder the circulation of secondary materials. This would involve harmonising standards for recycling and reuse across the EU, thereby boosting market confidence and scaling innovation in waste management. Another key area


of her work will be the practical implementation of current legislation in the field of waste. GEIR welcome the focus on the circular economy and look forward to working together with the new Commissioner to promote sustainable waste management practices such as re-refining of waste lubricant oils (WLO).


Meanwhile, the European Commission published the Joint Research Center (JRC) final study on new products priorities under the Eco-design for Sustainable Products Regulation (ESPR). The report includes recommendations to improve the environmental performance of lubricants. For the treatment of WLO, the report underscores that regeneration resulting in re-refined base oil is considered to be the best practice, in particular with regard to the circular economy and waste hierarchy. To improve the management of waste oils, the report identifies quantitative targets for WLO as a determining factor and recommends the use of modern re-refining technologies.
