The next meeting of the HSE committee will take place in the new year, on 12th February at the UEIL offices in Brussels. Until then, we continue our work informing our members and representing their interests towards the EU with regards to the policy areas that we follow.
Currently the topics at the top of the agenda are the Ecodesign Forum and the developments on the EU Deforestation Regulation (EUDR).
After several delays, the European Commission published the call for applications for the Ecodesign Forum on 7th November, with a deadline for the first wave of applications of 5th December. As lubricants have been identified as one of the product groups to be prioritised for the first working plan, we are working to put together an application for the Forum. According to the call for applications, when defining the composition of the group, the Commission services will aim to ensure a high level of expertise, as well as a balanced representation of relevant know-how and areas of interest. Around 150 organisations and individuals should be granted membership in this first assessment phase.
On EUDR, in October, after months of pleas from industry, the European Commission proposed postponing the application date of the deforestation regulation by one year. A month later, the European Parliament’s plenary agreed to the postponement, as well as other amendments to the text. Among these amendments was the creation of a new category of countries posing “no risk” on deforestation, in addition to the existing three categories of “low”, “standard” and “high” risk, and a deadline on the Commission to finalise the country benchmarking system by 30th June 2025. On 20th November, the Council reiterated its support to the proposed targeted amendment of the EU deforestation regulation, postponing its date of application by 12 months, however, an overwhelming number of Member States rejected the Parliament’s additional proposed amendments. Trilogue negotiations started and will have to be concluded in time so that the agreement can be adopted, signed and published in the Official Journal before 30th December 2024.
