TRAINING AND DEVELOPMENT Spotlight SPOTLIGHT ON

DR. CARL-MAGNUS VON BEHR Co-founder and CEO, CompliMind

C

arl-Magnus von Behr grew up on a farm, where fixing tractors and working the land sparked an early interest in practical problem-solving and renewable energy. This early foundation led

him to begin a BSc in Electrical Engineering and Management, before realising that his true passion lay in understanding how industries and complex systems operate as a whole. After completing his undergraduate studies, a year in management consultancy across automotive, telecoms and manufacturing confirmed this direction and led him to pursue a Master’s in Industrial Systems, Manufacturing and Management at Cambridge. When COVID-19 struck in early 2020, Carl-Magnus von Behr volunteered with the Estates team at Cambridge University Hospitals NHS Foundation Trust. Working alongside a team of engineering graduates, he helped focus on the medical gas pipeline system, ensuring resilience during the surge in oxygen demand. This experience exposed a critical weakness: even in urgent situations, accessing the right guidance and sharing knowledge across Trusts was far too difficult. This realisation led him to undertake a PhD at Cambridge on knowledge sharing across NHS Estates and Facilities. Over four years, he studied seven NHS Trusts, worked with IHEEM, HefmA and NHS England, and interviewed hundreds of staff across the NHS. His research highlighted both the ingenuity of frontline teams and the systemic barriers that hinder effective knowledge flow when it matters most. Alongside his academic work, he presented at IHEEM conferences, attended regional branch meetings, and benefited from the openness of a community willing to share insights from their own careers. Those conversations were as valuable as the formal findings. After completing his PhD, Carl-Magnus von

Professional development has been a constant throughout Carl-Magnus’s journey. From the structured learning of his degrees to the hands-on mentoring of EFM leaders, he has learned to balance technical insight with empathy for the people delivering essential services.

Behr co-founded CompliMind to put these lessons into practice. The platform accelerates access to regulatory and statutory guidance and supports Capital Projects, Estates and Facilities teams with tools for drafting and reviewing

policies, procedures and reports. Designed in collaboration with IHEEM and seven leading NHS Trusts, its aim is simple: reduce administrative burden so staff can focus on safe, efficient hospital operations. Professional development has been a constant throughout his journey. From the structured learning of his degrees to the hands-on mentoring of EFM leaders, he has learned to balance technical insight with empathy for the people delivering essential services. Leading CompliMind has stretched him further still, requiring strong communication, leadership and the ability to build trust across different professions. “AI should support expertise, not replace it. The goal is to free up time and give teams confidence they have the right

information at their fingertips,” he says. Looking back, the benefits to his career have been wide-ranging. He says, “Research gave me rigour, volunteering gave me purpose, and entrepreneurship gave me the challenge of building something new in partnership with others.’’ Working with IHEEM has grounded that journey in a professional community committed to raising standards and supporting the next generation. From farm machinery to medical gas pipelines, the thread has been the same: respect the people doing the work, understand the systems they operate, and make it easier to act on the best information. That belief continues to shape his path as he helps prepare NHS Estates and Facilities for the digital transformation ahead.
