CENTRAL MONITORING SYSTEM As part of the new gambling law approved in
2015 a Central Online Monitoring System (COMS) has to be introduced to enable the AMLF to monitor data. Controversially however the legislation stated that the COMS was to be built and operated by a private company for the next 30 years.
Te government approved VKM no. 647 which specified the criteria for the operator to build the system and the law stated the company would be compensated for the investment via a tariff paid by licensed businesses.
Te tender began in January last year and two consortiums applied – the first (Moligix) is a group formed by three shareholders - Admiral Sportwetten, ATSI Spokla Akcyjna (Novomatic Poland) and MC Networking and the second from Qualysoft Gmbh, Comtrade, Starsat International and Communication Progress.
MC Networking holds 98 per cent of the shares of the new Moligix company, whilst the other two own one per cent each. Moligix was registered in June last year with a total capital of ALL500,000.
In March the government awarded the concession to Moligix, the Admiral/ATSI/MC Networking consortium.

Tere are now special tariffs introduced for the gambling sectors to pay for the system. Tese include:
1. Lotto and sports gambling businesses will pay €0.70 per day (€252 per year) per location. With around 3,000 locations this is expected to bring in €756,000 per year.
2. Electronic casinos will pay €1.25 per gambling machine per day which is €450 per year. Tere are around 2,200 machines registered in the country to bring in approximately €990,000 per year.
3. National lottery will pay €1 per day (€365 per year) for each vending location of the lottery tickets. Tere are 425 locations at present which will bring in €153,000 per year.
In total the annual revenue from these collections will see €1.89m per year over the next 30 years (€56.9m) for the construction and maintenance of the Central Monitoring System.
MC Networking is an information technology company operating in the telecommunications, internet and web design sector. Te company is wholly owned by Endri Meksi who has four other companies registered, one of which is Pegasus Communications he runs with Olsi Rama who is Prime Minister Edi Rama’s brother.
MC Networking is also the local partner of Chinese company EM.POS Ltd which made the un-requested offer to privatise VAT collections
not so long ago. Olsi Rama was also involved in this case.
Novomatic has been active in Albania for some years. In 2016 they completed the acquisition of the Lotaria Kombetare (national lottery).
Te lottery offers various lottery games such as Lotto 6 Out of 39; Keno and Galaxy plus scratch cards. Loto draws are held twice a week whilst Keno and Galaxy can be played every five minutes.
In 2012 Austrian Lotteries won a tender to operate the Albanian Lottery beating a rival bid from a consortium led by Italy’s Lottomatic. Lotaria Kombetare (Austrian Lottery subsidiary) was granted a 10 year licence to operate and manage the Albanian National Lottery but three years later withdrew from the country.
Novomatic acquired 100 per cent of the company shares in 2016 strengthening its footprint in Eastern European gambling and lottery markets.
Novomatic also operates electronic casinos in Albania under the companies Adriatik Game and Astra Albania. Te company opened the first location in Durres and later came venues in Tirana. Today the company is headquartered in the capital and has a total of 67 slot halls throughout Albania – 40 under Adriatik company and 27 under Astra.
