‘Where would we find the drivers to operate these new buses?’ That made everyone reconsider,” he said. “Many other scenarios were tossed around,” Nestico continued. “They


finally came to the realization that we have to stay with what we have. Changing the high school times altered too many other activities. That 8:00 a.m. to 3:30 p.m. concept sounds great on paper, but it didn’t work in this situation.” Nestico reported the whole process took about a year and a half before all was said and done. “At times, the discussions got heated,” he added. “There was no single consensus of what we were working toward, whether it was teacher’s work hours, or wanting the high school to go in later.” Elsewhere, Les Douglas of Ann Arundel County Schools in Maryland


found himself in a different situation. “For years, we had the reputation of having one of the earliest high school start times in the state,” the director of transportation pointed out. “Our kids got in at 7:13 a.m. Those hours were in place before I took this position.” Now, Douglas reports, “We’ve moved the high schools back to 7:30,


which isn’t acceptable with the bell time studies. Our complication is that the length of our high school day is longer than our middle school day, which is longer than our elementary day.”


Tiering Troubles Douglas continued, “We think that we’re extremely efficient at tiering

bus routes, with most drivers doing three or four trips. To truncate these times so schools don’t [start] earlier than 8:00 a.m., and are all dismissed by 4:00 p.m., would mean less tiering, and we’d need a larger fleet. Less tiering would also mean less hours behind the wheel, and the issue would become trying to keep the drivers that we have.” He summed up the situation by referring to changing bell times as a


complex issue, with the possibility of unforeseen consequences for his fleet of 700 buses. He also related a story of how a neighboring county changed routes for buses to arrive at the high school 30 minutes earlier.
