maintenance, repair and operating supplies, as well as other commonly used replacement parts that are used to support their fleet. But the biggest bang for the buck appears to come from working together within the state to not just pool purchases, but to agree and align on the configurations and specifications for new school buses. This allows all districts to work directly with the
major bus dealers, which are often part of the effort. The dealers are usually aware of any agreements and purchasing directions, to better achieve not only better pricing, but also ordering the right bus for the right situation, given the ever-changing demands of school transportation fleets.
Buying Buses For school districts, this approach is particularly help-
ful in buying new buses. Though they don’t always use a conventional cooperative, they instead create their own collaborative group that sets purchasing specifications and standards, then work to coordinate everyone’s inter- ests with what vendors can provide.
School buses that are equipped with the latest tech-
nology can be expensive acquisitions. Thus, coordinated efforts to pool specifications and configuration, then gain approval for such configurations and specifications, is one popular approach for school bus buyers and one that is used in Kentucky. Elisa Hanley is the branch manager for pupil transpor-
tation within the division of district support of the office of finance and operations with the Kentucky Depart- ment of Education. Each year, she leads the consortium of selected participants in specifying bus configurations that will serve as the basis of a request-for-proposal (RFP) that individual districts may use. In Kentucky, the committee functions to agree on characteristics and requirements, more than to achieve favorable pricing.
