Police report A ride-on lawn mower and 20 horse rugswere stolen from a farm in London Road.A carwas stolen from Addington Green. There had been a further break in atWest Malling Golf Club with the theft of equipment including chain saws, strimmers and blowers. Defibrillators Both had been checked this month. The light was not working in the BT box in Troiscliffe Road. The clerk would arrange for this to be fixed. Speedwatch The clerk reported that one Speedwatch had taken place but the equipment seemed to be faulty. The clerk at Hadlow Parish Council had asked the clerk to arrange for the equipment to be serviced again. Recreation ground Cllr Peter Robinson reported that MrWaddell from Big Motoring World had been in touch to discuss ideas and possible funding for some new play equipment. The next steps would be to hold a site meeting. Big Motoring World/Bonheure The clerk had received reports that Bonheurewas being used late at night for deliveries and that a large trailer was parked on the plot. Members noted that these concerns had been reported to the borough council for comment given that Bonheurewas meant to be used as a residence only. Humphries and Parks Ltd Enforcement officers had advised that they were working on puing together the prosecution papers regarding alleged unauthorised lights. Rathlea, London Road The borough council had advised that it did not normally conduct consultations regarding house names with parish councils. It checks that the names are not offensive and not too similar to nearby addresses. Members noted the names of the three new homes in East Street and remained concerned that the borough councilwas allowing names for new properties to be issued without properly considering the names of other existing houses in the village. The clerkwas asked to raise these concerns with the borough, citing examples where similar names had been permied and to copy the borough councillors on this correspondence. Verges KCCwas investigating the possibility of installing bollards or an alternative method of restriction on the verge outside Endeavour Park to assist workers to pull out of the junction safely. HighwaysA post outside Stubblesdown, London Road, needed removing. Lier bags left by a contractor on the A20 needed to be collected. Cobbles were still standing proud on the Seven Mile Lane roundabout. Paths needed clearing along the A20 from Aldon Road going west.A swing gate needed repairing on the footpath at East Street. Village hall The village hall commiee had been successful in obtaining a grant from KCC for improvements/extension to the village hall. The parish council had already pledged £5,000 towards this project. Trees The borough council had started the process for obtaining a preservation order for a historic tree in Park Road.A full arboricultural report on the old oak tree on the village green was to be done. PlumbingA proposal for a donation to the plumbing upgrades at the pavilion would be placed on the next meeting agenda.


40 Malling June 2017 Aylesford


Parish office The office lighting had been upgraded. Decorating was being undertaken in house. Scout hut The clerk reported on a recent meeting with Scout group representatives. Estimated costings for the hut were about £300,000. The next step was to apply for planning permission. The group was being assisted by the Scout Association fundraising representative. Plans were progressing for the Fun Day on July 16 on Forstal Road recreation ground. The group had undertaken to keep the council up to date with its efforts and members confirmed their continued support for this venture. Walderslade Baptist Church A request had been made for an interest-free loan of £3,000 to be repaid within 12 months in order to resurface the drive to the Minister’s home. This was agreed. Base Camp The Royal British Legion Village Base Camp organisers had agreed their preferred play equipment design, with the first phase costing about £50,000. They had requested payment of the £10,000 donation towards the project which the council had agreed. In principle, members liked the details of the project and agreed to make the donation. The project would provide and excellent additional play facility in the parish.


East Peckham


Jubilee Hall and Playing Fields Work to the children’s play areas and car park had been carried out. Fingerposts While generally very happy with the fingerposts, it was agreed that they could all benefit from up to three more coats of paint and the screw head changed to black. The estimated cost for each post was about £150. In view of the snagging issues, it was agreed that only £241.50 of the £1,241.50 balance would be paid. Public conveniences The borough council had undertaken work which involved replacing the external soffits which contained a small amount of low risk asbestos. CCTV The maintenance contract with Chroma Vision would be renewed at a cost of £538. Annual parish meeting Feedback from attendees had been extremely positive. Thanks were extended to the clerk for organising the successful event. Refreshments in future years would consist of cheese, wine, grapes, crackers and savoury nibbles. Litter Cllr Macdonald was keen to enter discussion with the Co-Op on its possible involvement in helping the village to combat litter problems. Members were advised that the litter warden was happy to work an additional 1-2 hours per week. Carers Support group The group was grateful to the parish council for the use of the meeting room once a month and would like to set up an additional monthly meetings on the same no charge basis. This was agreed subject to the room not being required by a paying user. Table tennisA grant of £500 was agreed following a request from East Peckham Table Tennis for Fun Club. Churchyard Rev Carr had thanked the


parish council for funding the routine maintenance of Holy Trinity Churchyard, despite the cut in funding from the borough council.


Kings Hill


Election Cllr Tony Petty was elected as chairman of the parish council. New websiteA communications working group would be organised to discuss progress on the new council website. Minutes Draft minutes were now being placed on the website the week after circulation. Buses Cllr Barker gave a report regarding the issues raised by residents concerning the change of timetables and success of the X1 bus service. She would investigate further and send an update to the parish office.


Catering A report was received on the proposals for the future of the catering operations at the Sports Park. It was resolved that the catering working group continued to review and investigate the matter. Speedwatch This was progressing and there would be a need for some financial outlay.


Offham


Election Cllr David Frankling was re- elected as chairman of the parish council. Blaise Farm Residents were sending email complaints about blasting to Jim Wooldridge, planning officer at KCC, and copying in County Cllr Sarah Hohler. Monitoring equipment around the village, perhaps at six locations, would help demonstrate the problems. Many of the properties in the village had shallow or no footings. It was thought that, although the blasts had always been felt in the village, the intensity had changed. If the blast size was the same, then it must be the strata in the areas of blasting that had changed. Police Cllr Frankling had met PCSO Ross McMillan and PCSO Dylan Mcelligott who would be taking over Offham. Resignation Cllr Begbey had resigned and the vacancy notice would be posted on the parish noticeboards. Cosgrave FieldA letter had been written to the owner of Ostlers, stating that permission had not been granted for a gate from the property into Cosgrave Field. The owner had replied that there was always a gate and when the fence was changed the gate had been made smaller. It was agreed that the clerk would write to recognise the owner’s comments, and if the gate was already existing, then that was accepted. However, it did not give the property any formal rights of access to Cosgrave Field. Pond The duckweed inhibitor for the pond had been purchased and the first treatment completed. Parish land and property Cllr Pierce had installed a post for the tree by the bus shelter. Cllrs Frankling and Oliver would look at the hedge in Pepingstraw and trees in Cosgrave. Village hall This had been decorated inside. Calendar The 2019 calendar would be photographs of historic Offham.
