Joie is a graduate of Brighton High School in Rochester and received her B.A. in American Studies and a Masters in Library Science from the University of Maryland. She is currently a research librarian with Navigant Consulting in D.C. Mark is a graduate of Winston Churchill High School in Potomac and received a B.S. in Economics and a Masters in Business Administration also from the University of Maryland. Mark currently works as a trader for Fannie Mae. The couple lives in Washington, D.C. and a beach wedding is planned for October 9, 2010 in Bethany Beach, Delaware.

Emily Kristina Ruger and Thomas Martin Beline, together with their parents, Almeda and Stephen Ruger originally of Philadelphia, Pennsylvania now residents of Rock Hill, South Carolina, and Jayne Beline and James Hecht of Parsippany, New Jersey and Thomas Beline, Jr. and Martha Kokinda of Beaver Meadows, Pennsylvania joyfully announce their engagement.


Thomas graduated from Quinnipiac University in 2003 with a degree in Political Science, Spanish and Communications. He graduated from the University of Pittsburgh School Of Law, in Pittsburgh, Pennsylvania in 2007. He and Emily reside in Washington, D.C. where he is an attorney in the U.S. Department of Commerce’s Import Administration. His portfolio includes addressing technical barriers to trade, anti- dumping and countervailing duty issues on behalf of the government.


Emily graduated from Drexel University in Philadelphia, with a degree in International Business and French in 2003 and from the University of Pittsburgh School Of Law in 2008. She is currently an attorney at the Embassy of Canada, where she focuses on customs and Canadian – U.S. border issues as they regard trade policy.


Thomas proposed to Emily at the top of MountWashington, a sentimental spot for the couple and an historic scenic overlook in Pittsburgh on Saturday, July 10th. The couple is planning a November 12, 2011 wedding in Pittsburgh, Pennsylvania.

Recently, while working at UVM, "Cat" earned a Master of Business Administration degree from Norwich university in Northfield, Vermont. She plans to return to the area to pursue a Juris Doctorate degree.


James graduated from St. Andrew's CE High School for Boys, Worthing Sixth Form College, and Southampton Institute (Univer- sity of the Solent). James is employed as lead project developer at CSL, Inc. in Burlington,Vermont.
