Phasing and timing of deliveries will be adhered to in order to ensure that working hours and restrictions upon delivery times are honoured to avoid unnecessary congestion, taking into account other committed developments and seasonal variation

Timings and notice periods for abnormal load deliveries will be agreed with SCC in reasonable time. Post-construction surveys and follow up reinstatement will be undertaken to ensure that any damage is remediated

Consideration to the size of vehicles appropriate to each section of the access routes.


Details of compliance and enforcement measures regarding construction logistics management would be agreed with the relevant highways authority prior to commencement of works. However, the following broad measures would apply:


The Main Works Contractor would be required to comply with the HGV routes as assessed and agreed with the relevant highway authority through the final Traffic Management Plan

21 A system for ensuring compliance with the defined HGV routes could involve a vehicle registration system and log at Construction Consolidation Sites (CCSs) and an HGV stickering system, with an advertised public complaints procedure

22 A complaints procedure would be publicised and complaints would be directed to EAOL. Details of complaints would be reported to the relevant Local Planning Authority and relevant highways authority on a regular basis, through a regular liaison group

23 Any sanctions for contraventions of the agreed construction logistics would be agreed prior to commencement of works with the relevant highway authority and set out in the final Traffic Management Plan.

1.7 Road Crossings 24

The locations of and preferred method of crossing each highway, footpath, public right of way or bridleway by the proposed cable route has been previously identified in the DCO in Schedule C, Part 3, 9-(1)-(3). Any changes to this proposed schedule would be agreed with the relevant Local Authority.
