An unusual and interesting example of how successful this approach can be is in the facilities management of Walkergate Park Centre for Neurorehabilitation and Neuropsychiatry in Newcastle. Originally delivered by Clugston Construction under a design, build, finance and maintenance contract, the efficient running of this facility for the past decade has undoubtedly been due to the whole life time approach and planning that took place during the design and development of the facility.
A fully comprehensive service is delivered for the state-of-the- art 10,200 m² premises, purpose designed for modern rehabilitation practice, comprising 65 en-suite bedrooms, specialist services centre of excellence for stroke and head injury victims including hydrotherapy pool and external driving test track.
Through the early integration of their facilities management team, who were able to work with clinical, nursing and construction teams during the schemes development Clugston FM developed an in-depth knowledge of the operational needs of the hospital from the outset.
Buildings within the healthcare sector have always been challenging to maintain for facilities managers. With multiple healthcare specialisms and their requirements under one roof, alongside tasks like storing confidential data and expensive equipment securely within the facility, it can prove a test for even the most experienced of facility management providers. However, Clugston’s experience at Walkergate, where support services have run efficiently since handover, demonstrates the benefit of integration between builders and facilities management.
At Walkergate Park Centre a partnering relationship, established from the initial build stage and developed throughout the build and handover, means Clugston FM are able to offer excellent client communications and collaboration on all aspects of both plans.

MAINTENANCE In a hospital environment constant
maintenance is a necessity, not only must the building operate at maximum efficiency, with minimal impact on clinical services and respect for patient dignity, but it must also meet increasingly stringent regulations such as the Health & Safety at Work Act, Building Regulations and the Health Acts.
A full scope of management and maintenance services are in place at Walkergate Park Centre. Building fabric maintenance, M&E systems and HVAC, statutory inspections and PAT systems, medical gas systems and management and maintenance of specialist healthcare services – including provision of AE’s, AP’s and CP’s – all fall within the remit of Clugston FM’s services. Advice is also offered on the most efficient use of energy and utilities, with detailed records maintained on a Building Maintenance System.
Clugston FM also offers key services in gardens and ground maintenance, which includes winter gritting and snow clearance, a vital service for staff and patients who need to attend appointments regardless of the weather conditions.
SECURITY Security across the site is also a
feature at Walkergate Park Centre, where, along with patient safety, areas house both state of the art equipment and confidential patient files. Consequently a CCTV system developed in close consultation with the Trust’s team is operated and constantly monitored throughout the public areas. Further security is applied through intruder alarms and fire alarms, ensuring the full safety of all staff and patients throughout the facility. Site control is also offered to monitor the attendance of visitors, contractors and delivery vehicles to further guarantee the safety of all within the hospital.
The provision of an on-site Clugston FM team means there is less reliance on external sub-contractors other than specialist services. This allows Clugston to respond to call-outs
more quickly and effectively, reducing the delay and disruption to NHS staff, patients and visitors. The on-site team was also involved early on in the mobilisation process, and was able to head off future maintenance issues through attention to detail, logging all snagging and commissioning discrepancies and following these through to completion.
All services and projects rely on a proactive approach and self- monitoring and reporting. This takes the form of a detailed monthly reporting system, which identifies and measures the compliance of agreed key performance indicators (KPIs), and is supplemented by both Clugston’s internal auditing systems and those of Walkergate Park Centre. As an additional service the Clugston FM team provide a detailed annual report and an opportunity for the client to review and agree all KPI’s to ensure that they continue to reflect the required levels of assurance and service.
Providing and maintaining effective facilities management in all sectors is challenging, none more so than within the healthcare sector, as so many different elements have to be taken into consideration. Clugston FM’s wealth of experience, derived from operating within the highly demanding healthcare industry, enables the team to remain at the forefront of best practice in service delivery.
Further examples of different NHS sites that Clugston FM has worked on include Sedgefield Community Hospital in Stockton-On-Tees and Queen’s Medical Centre, Nottingham. Sedgefield Community Hospital was originally designed and built by Clugston as part of a PPP contract and the company have provided maintenance and estates services since handover to the client. Queen’s Medical Centre comprises 10,000m² of serviced clinical accommodation and houses ENT and ophthalmology departments; the hospital requires pre-programmed maintenance, reactive estates services and soft FM services.
