2016–17 WSMA Festival Rules and Information Revisions
Each year WSMA Festivals Committee members review festival rules and information based on feedback from WSMA member school teachers and the desire to continue to improve how WSMA is able to serve students. Discussion and suggested revisions are refined to a proposal that is recommended to the WSMA Board of Directors for approval.
On a yearly basis, WSMA will continue to review and revise this information utilizing the Festivals Committee format. The teachers that serve on this committee are a reflection of the entire state of Wisconsin and the service provided is appreciated. It is also encouraged that teachers share ideas with members of this committee or with WSMA staff to continue the growth of the festival experience. Revisions to WSMA Festival Rules and Event Headers Please note that in addition to these rules and event header changes, the rules format has been updated for 2016-17. The rules now contain comments, which indicate further explanations and details that apply to the rules. They have also been reformatted. For assistance with rules, please contact WSMA.
Use of household instruments and body percussion in Event 5918:
The Event Header (4.a.) has been changed to read, “Compositions written primarily for household items (i.e. trash cans, buckets, brooms, etc.) and body percussion are not permitted.”
Student Participation in Multiple Ensembles – Rule V.C.2 (formerly rules VI.B.3, VI.B.4 and VI.B.20):
In order to provide greater flexibility and opportunity to students performing in ensembles as well as increased discretion to teach- ers, students may participate in the same ensemble events more than once. The wording, “Students may enter the same regular or special ensemble event more than once as long as the selec- tion and other ensemble members differ for each entry” has been added to V.C.2. Please note that students still may not exceed the maximum of ten (10) Solo & Ensemble events per District Festival and this rule change applies only to ensembles and not to solo events.
Accompanist Requirements – Rule V.F.1 & V.F.2 (formerly rule VI.D.1):
In order to provide greater flexibility to a large variety of dis- tricts and their needs, changes have been made to the number of events an accompanist is allowed to play at a district or state

festival. Rather than having a rule regarding an exact number, the number of events per accompanist is at the discretion of the district festival manager. It is recommended that an accompanist not exceed twenty (20) accompaniments at a single state festival. The festival manager will handle any scheduling issues that arise due to accompanist schedules on a case-by-case basis at both district and state festivals.
Concert Festival Changes - Rules Section IV (formerly rules IV.B. & IV.D.):
In an effort to recognize and encourage the good work that is being done with concert groups around the state, concert group festivals are now either Concert Group Festivals or Clinic Ex- periences. The Informance and Alternative Clinic Performance Assessment are now part of the Clinic Experience. The rules regarding the Clinic Experience have been relaxed to allow teachers a maximum amount of flexibility to meet the requirement within the standards required by WSMA. Please review Section IV of the 2016-17 WSMA Festival Rules and Information for additional details.
Commonly Misunderstood Items Permissions and Transfers:
Permission is required to perform a selection that is not any- where else on the current WSMA Festival Music List. In order to apply for permission, the event header of the specified event must indicate that permission is allowed. If permission is not allowed for the event then something from that event list must be performed. Transfers refer to a selection that is on the current WSMA Festival Music List but is not listed under the event that is being performed. In order to transfer a selection, the event must indicate that transfer is allowed. WSMA permission is not required for any transfers.
Public Domain Music:
If the Public Domain edition is the same edition that is on the WSMA Festival Music List, it may be used for the adjudicator. If the Public Domain edition is not the same, but the music itself is the same, the teacher must submit the music for an Alternate Edition Permission. The permission form must accompany the ad- judicator music in order for the performance to receive a rating.
Rules for Events:
Rules for every event are found in two separate places and both are important. The Festival Rules and Information document contains general festival rules that apply to all events. The Event Headers (found in the WSMA Festival Music List under each event) contain rules specific to that event.
