Page 8 Parking permits for persons with disabilities
People with a disability are at a clear disadvantage when it comes to carrying out a great number of day to day activities, especially in accessing, in equal conditions as others, community spaces and services and being able to move around comfortably in their surroundings. Permits and designated spaces are designed to help overcome these limitations.
Each autonomous community has their own regulations for these permits, and in the Valencian Community it is regulated by the Order of the 11th January 2001.
Who can apply for these permits? The permits can be obtained by persons who have a recognised degree of disability, and that have problems in being able to move around. This disability must be proved through documents issued by the competent authorities, where the person is assessed and the degree of disability determined.
Once the permit has been obtained, the conditions change from region to region therefore you must consult the regulations for each region. In some regions the holder of the permit may use it in any vehicle that they use, be they or be they not the owner of the vehicle. But in others, however, the permit holder may only be able to use it in the stipulated vehicle. In all cases the permit must be placed in a visible place within the vehicle.
How do you apply for the Permit? The Town Halls are the bodies that issue these permits, and applicants should ask at their local Town Hall as to the requirements to apply for one.
The file will be opened with an initial form supplied by the Town Hall, that once filled out should be presented with the required documents, including the letter issued with the degree of disability.
If the person does not fulfil the requirements, they will be required, within a period of 10 days, to rectify those unfulfilled requirements. Should this not be done then the petition for the permit will be filed.

Parking permits for disabled persons are issued so that they can park in the designated parking spaces in the whole of Spain, in any autonomous community, and independently of where in Spain they were issued, in accordance to the Royal Decree that regulates the issuing of this permit. The owners/ drivers of vehicles used for transporting people with disabilities will now also be able to apply for the permit.
