Cllr Benne would get back in touch with Alan Howell atMBCto find out why nothing had been done despite so many complaints about noise and traffic. Horse security Due to an increase in activity in rural areas around Hollingbourne, the PCSOs RyanWaring and Dave Rowleywere puing together a horse security event, the date of which would be announced. Crime report Two crimes had been reported during the month – a theft on the A20 and a non-domestic burglary. No cases of anti- social behaviour had been reported. Five crimes had been reported in the same month last year. Lier collection Cllr Dr Bauer said a lier collection had been carried out at the Ashford Road opening of the village. Playground report Thiswas satisfactory. It was pointed out that grantswere available for projects such as the playground. Surfacewater Cllr Mrs Benne said the residents of Tanyard Coage had contacted SouthernWater about the surfacewater from the manhole cover outside their property as itwas flooding their garden. Broadband Cllr Cobbewaswaiting for a date from BT Outreach to install an exchange on the Tanyard Green in preparation for broadband improvements in the village. Next year, broadband upgrades should take place for the top of Hollingbourne Hill and Broad Street. Bus stops The clerk would contact Cllr While regarding the safety of children using bus stops along the Ashford Road. Recycling area The clerkwas to write to MBCregarding maintenance of the Station Approach area. Fete programme Therewas a gap in the fete programme. Cllr Ardley had contacted Holly Brown of Sunset Productions who had performed last year. She would be interested in aending the fete but her dancers required payment and the parish council preferred not to pay performers. The fete would be opened by Sir David Steel, chief executive of Leeds Castle. Street lighting Cllr Cobbewas pursuing quotations for the upgrade to the village lamp posts and lanterns.

Highways Cllr Gill Fort said there had been a noticeable increase inHGVs in the village, possibly because itwas the fruit-packing season. Cllr Ian Bowles said theHGVswere going to local farms and that KCCwas writing to hauliers in Spain about the


problem. Crow scarerAcrow scarerwas said to be going off in a field during the night. Cllr Rayne Beale said it could be heard but not located. Cllr Bowleswas to look into this. Maintenance The chairman said the parish council had received four tenders for the work and said thesewere on a like for like basis. Itwas agreed that StephenWaring would be appointed. Playing field The new posts and nets had been delivered for the tennis court and it was agreed that these should be erected as soon as possible. Pavilion Cllr Bowles said the pavilion needed painting and Cllr Bob Chinawas to seek a quotation for this work. Parking Football teamswere using a neighbouring business site for parking, the meeting heard. Cllr China suggested that parking in the playing field could be maximised if itwas white-lined. Thiswas agreed and Cllr Chinawas to seek quotations.An overflow parking area on the playing fieldwas suggested. Cllr Chinawas to seek costs for bollards and a rollout surface for the playing field.


Lenham


Community centre deed Cllr Ballard circulated copies of the land registry details for the transfer. The quote from the solicitor to complete the transferwas £2,000. Itwas agreed to ask the solicitor to proceed . Diseased trees Itwas agreed to ask JAult to removed the three diseased goat willow trees and the fallen branch on the path at the Glebe pond The quotewas for £450. Wood piles Itwas agreed to ask JAult to remove the wood piles from the Cherry Downs picnic site as per the quote for £700. Crime report There had been 14 crimes in March. Concernswere raised about possible drug-related debris found in the Maidstone Road car park. Rabbit hunting had been reported inWilliam Pi field – PCSO Boyd was award of the situation. Cllr Culverwas awaiting agreement to position CCTV equipment at the community centre. Play facilities Cllr Culver had a quote for £40,000 to upgrade the skate ramp to a metal structure. CllrWalmsley had two quotes and was awaiting a third for equipment to upgrade the play area and introduce new equipment for use by older children at Ham Lane play area. Clerk’s salary The clerk left the room while salary detailswere discussed and itwas agreed to increase the clerk’s salary by 5% (backdated from January) and add one extra hour perweek.


Otham


Pot holes Pothole repairs would be carried out in the village.Avery Lanewas particularly bad. Otham Street Comment from an Otham residentwas raised: “The east side of Otham Streetwas collapsing just north of the Green. The rutswere geing deeper and if someone went into them, they would get stuck or could fall into the field.” Cllr Gary Cooke saidhe had looked at the road as part of his inspection visit but itwas not deemed sufficiently bad to repair at this point. Grass cuingAquote for grass cuing from PaulWaringwas accepted. Neighbourhood planningWith the majority of Otham residents wishing the village to


remain as it is, thought would be given to the next step. Itwas agreed that at least one local farmer would be needed to to assist with the plan.Acommunications meeting would be held before the next parish council meeting to allow a decision to be made. Enquiry about use of land The owner of land next to Trojan Meadow would be invited to submit more information with exact site location details. The parish council was willing to discuss further with the owner at the next meeting but Maidstone Councilwas unlikely to be open to development thatwas not alrady listed in the Local Plan. Football ground Councillors had aended a very constructive meeting. Bearsted FC now had exclusive use of the site and confirmed they would adhere to the site rules. White linesAjob had been raised for the Otham Street white lining. Checkswere being carried out on Holly Farm Road and Honey Lane to see if theywere suitable for white lining.Agood job had been carried out on White Horse Lane ditch. Riven Len The clerk reported on a seminar on the River Len and tributaries. The number of fish had deteriorated but species could be encouraged back by the improvement inwater quality. Clean for the Queen There had been a very good turnout. Another lier pick later in the yearwas suggested. Twelve new lier pick sticks would be purchased. Chairman Cllr Bolewas thanked for all his work on the community’s behalf during his 10 years service. Following his resignation, Cllr Paul Alpinwas appointed chairman with Cllr Robin Gardner as vice-chairman.


Ulcombe


Election Cllr Peter Tichenerwas elected chairman with Cllr MaryAnn Lovegrove as vice-chairman. Co-option Fiona Kenwardwas appointed as a parish councillor and signed the declaration of acceptance of office. Public forum Parishioners addressed the council on their early stage negotiations with MrWTassell regarding the purchase of land behind their properties in The Street for garden extensions. Clerk’s report The parish clerk had met SteveWareing to discuss the replacement of roen bollards in the recreation area border and island, to erect the no dog signs and also to clean the signs around the village hall. Planning application Regarding an application to make the temporary permission permanent for the use of land rear of The Meadows, Lenham Road, Headcorn for five plots for gypsy families with a total of five mobile homes and 10 touring caravans, itwas resolved to refuse this and ask for it to be reported to the planning commiee. Sure Start The children’s centre in Headcorn had asked to use the recreation ground for one day in the summer holdays for a family event to help raise the profile of its work. The council agreed to this and also offered the use of the pavilion if required. SpeedWatch Itwas resolved to buy one Sure Sight speed indication device. Queen’s birthday Itwas agreed to give £300 towards the cost of the Friendship Club’s cream teas at the village picnic.Atemporary licence would be obtained for the sale of alcohol and itwas agreed to look into hiring up to six picnic tables from Four Jays.
