Police briefing PCSO MaAdlington reported there had been one crime – an aempted burglary in Redwood Glade. There had been some nuisance vehicle calls relating to Bredhurst Woods. Residentswere asked to inform the police if they saw anything that might be drug-related as some activity had been observed near St Peter’s Church car park. The police had organised an operation in Bredhurst Woods to tackle the illegal use of off-road vehicles. The operation had been very successful and it was agreed to send a leer of thanks. Another larger operationwas planned for before the summer holidays. Resurfacing The landowner of KH50was happy in principle for the work to go ahead but would like to meet with the contractor beforehand. The chairman met with the landowner of KH49 who had agreed to install a fence next to the road and to make the path a lile wider. Therewas a possibility of obtaining funding from a Heritage Loery bid, although this may come too late in the year for this work. Bredhurst WoodsAction Group would provide £250, the British Horse Society £200, and £3,000 had been promised from KCC Public Rights ofWay. Itwas agreed to resurface both on the basis the offered funding may not be available in the future and the pathswere in poor condition. Itwas agreed to use Hoopers as the contractor which would leave £2,245 for the parish council to pay. Gibraltar FarmAn appeal had been launched against the outline application for up to 450 homes.Amember of the parish council would speak at the hearing if necessary. Mas Hill Road Concernwas expressed as the unauthorised encampmentwas growing and thiswas an enforcement issue. The clerk would raise concerns with Medway Council. Farewell Cllr Charlie Hewiwas not seeking re-election so thiswas his last council meeting. All councillors thanked him for his 16 years of service to Bredhurst Parish Council and his expertise and help over that period.


Broomfield and Kingswood


School places KCC Cllr Jenny While said 20 available primary school places in Kingswood had been filled, of which 18 were first choices. This meant that all local families would have been offered a place for their child unless they put the school as a lower choice. Two other children who did not have Kingswood as their first choice had been allocated places. Police maers Three crimes had been reported – criminal damage in Charlesford Avenue and in Cayser Drive and a burglary (non dwelling) in BellWay. There had been a report of antisocial behaviour involving nuisance youths in Gravelly Boom Road. Bank Unity Trust Bankwas going to charge £6 a month for the use of the bank and would no longer pay interest on balances. Alternative bankswere being considered. Payment The precept payment for 2016/17 for a total of £58,597 (including £1,987 Local Council Tax Support Payments had been received. Sports fieldAcompanywas offering a two- week trial of a CCTV camera at the sports field as CSU had been unable to supply one.

Bridleway The landowner Mrs Morgan and the Public Rights ofWay officer had both agreed to allow the parish council to make improvements to the bridleway to bring it up to the standard of the permissive footpath.Aquote of £6,500was accepted. Vacancy Therewas one vacancy on the parish council and itwas hoped that two more would be allowed. The clerk would write to Maidstone Council requesting more. Defibrillator The defibrillator had arrived and the village store owner had requested that the parish council provide an authorised electrician to install it.


Downswood


Crime report There had been an aempted burglary at a dwelling in PennineWay and two anti-social behaviour calls relating to a group of youths causing a general nuisance in the area of Longham Copse. PCSO Timon Gurr would investigate if the cars for sale in Willington Street lay-bywere being sold by a business, and if so, whether action could be taken to remove them. County council KCC Cllr Garry Cooke advised that yellow lines had been reinstated on the corner of Chiltern Close. Despite extensive investigation being carried out on the road surface in MallardWay, no fault could be found. Cllr Cooke would obtain a quote for the parish council for an anti-skid surface.An article would be placed in the newsleer stressing that care needed to be taken when driving on that particular stretch of road. Correspondence Complaints from two residents concerning antisocial behaviour following a party in Longham Copsewere addressed as a maer of courtesy (Itwas also noted that a noisy party took place in Kings Acre). Itwas reported that the maer was being dealt with privately (apologies had been given and arrangements would be made to pay for any damage caused). PCSO Gurr said that the police did not aend as callswere prioritised and no onewas available. Parking Inconsiderate parking continued to be a problem with particular incidents noted on Murrain Drive, Gorham Drive, Pennine Way and Reinden Grove.An article would be on the front page of the next newsleer. It was noted that the cycle path through to Mote Parkwas flooded but nothing could be done as itwas on a floodplain. David Nuall Memorial Due to problems sourcing a suitable piece of ragstone, an alternative material – York stone – might have to be considered. Defibrillator This had been delivered to Downswood Community Association chairman.


Christmas lights Four new motifs would be purchased fromAylesford Electrical. The loan of the PAsystem had been confirmed. River Len Nature reserve status had been applied for but consent from Natural England had not been agreed. Play areas/Mallards open space New play equipment would be installed at Foxden Drive before the summer holidays. Derek Doyle (Len Valley Preservation and Angling Society) would ask the club secretary to contact the parish council to provide an update following the meeting lastAugust. As thewater quality had been tested as good to excellent therewere plans to introduce more fish, with a view to stirring up the water to make it cloudy. This should reduce fish loss to cormorants. Garden competition Itwas agreed to continue with the competition again this year. The chairman would ask her nephew – a horticulturalist – to judge again.


Harrietsham


Communitywarden Martin Sherwod said rogue traderswere offering guer clearance and pressure-washing. Residentswere asked to report any sightings of two white men with an older white vehicle with a short ladder on a roof rack. Crime report The clerk reported eight crimes since the last meeting – two thefts, three burglaries (including the theft of two dogs, one of which had since been recovered), two cases of criminal damage and one dog aack on sheep (the owner had been identified). There had been about 40 incidents reported to the police, including reports of a tree blocking a road and calls about suspicious activity. PCSO John Boyd had also asked that if anyone saw anything suspicious they should call 101. Highways Cllr Tom Sams said there had been a meeting to discuss the financing of the A20 improvements scheme. Itwas noted that the work needed to be carried out as a complete package rather than smaller schemes. Playscheme The scheme had only been allocated a budget of £500. Cllr Kenny Kay said it would require further funding from the parish council. Itwas noted that all work would have to be put in place and approved at the next meeting if the schemewas to go ahead.


Defibrillators Frank Bradsham would speak at the annual parish meeting and would be able to advise on the final locations chosen for the defibrillators. Queen’s birthday Posters for the Big Lunch and the Queen’s 90th birthday celebrations had been printed, laminated and passed to Liz Hollands. Itwas also being advertised on Facebook. Cllr MikeWilliams offered to judge the Marvellous Mus competition. Medical centre Other companies had been investigated to take over the annual service on the boiler but many could not include the service, unlimited call-outs and parts and labour for £214. Cllr Kay proposed that the council continue with Swale Heating at this price. Thiswas agreed.
