Watson had met with MP Tom Tugendhat, county and borough councillors and parish businesses. It had been a productive meeting. The businesses wanted to set up a company to ensure that money they contribute to flood defences is used specifically for that purpose. Surgery plan Regarding the proposed closure of the surgery, the following was noted. The survey report had been received and was available for members’ perusal. The CCG was required to confirm that the survey had identified all the work needed to bring the premises up to NHS regularity standards. The parish council would need to consider employing an architect to draw up plans and to seek guidance from Tonbridge and Malling Council regarding planning and building control issues before the parish council could obtain quotations for the work. The surveyor had indicated that the cost of the work should not exceed £50,000. Work would be funded through grants, PC funds, fundraising and private donations. The parish council had registered to be a beneficiary of the new TMBC loery. Allotments The shed had been destroyed by Storm Katie. The clerk was dealing with insurers and had received a donation of £250 towards a replacement shed from Abbey Homes. Pop-up skatepark Cllr Barton was clarifying the funding arrangements. The parish council might be required to pay for the hire of equipment and then be reimbursed.A budget of £300 had been approved and expenditure to date was £257.72. Cllr Barton was arranging for burger vans and ice cream vans to aend. Summer planting Two quotations had been received in respect of planting arrangements for the poles in the village centre. It was resolved to accept the quote of £1,102 from Amethyst Horticulture. Christmas lighting The new streetlight was being installed in the village centre and electrical installation would provide an energy source for the Christmas lights. Cllrs Page and Barton volunteered to organise the 2016 display. Speed watch The scheme was put on hold as the parish council was focusing its aention on allocation resources towards the surgery refurbishment.
Kings Hill
Youth pod The youth pod had been installed Missing trees It was recommended that the finance commiee apply to the county member’s fund to replace the missing trees in KendallAvenue. AllotmentsA local contractor would deliver soil conditioner to the allotment site. An email would be sent to tenants reminding them how to secure the gates. Funding for a notice board at the allotments has been accepted and an order would be placed. Walks leaflet An amendedWalks Leaflet 1 was presented and reviewed. It was resolved to accept the amendments and to re-walk the route before publication.
Mereworth
Seven Mile Lane The PCSOs were aware there was still a parking problem on Seven Mile Lane and outside the school. Cllr
Jenny Thorogood asked if parking tickets had been issued to those parking on the verges. The PCSOs explained that only traffic wardens could issue parking tickets. Pre-school The pre-school had agreed to tidy the garden in the village hall car park. Land in Kent Street Fencing of the eastern side of the land and repair of gaps in hedges on the other side would be undertaken by a contractor as soon as the ground is firm enough for vehicles. There had been no response from the Scouts to the request for help with clearing the land of remaining wood and metal. It was agreed that Ray Berwick would be asked to undertake the work. Land sales The parish council’s offer for the sale of land currently rented by the householder and aached to his garden had been accepted. The prospective buyer of the other piece of land had rejected the parish council’s offer and had made a counter offer at a reduced price which councillors agreed to accept. WillowWents It had been agreed to buy two convex mirrors which Ray Berwick would install on the two blind bends. Cricket club For the past two years, the pitch fee had been £250 a season. It was agreed to increase this by 5% to £265.50. Pavilion fees would be agreed by Mereworth Village Hall commiee. Speed camerasA final decision was awaited on the parish council’s request to the safety camera partnership. It was agreed that a suitable parking place for the speed camera van could be at the fruit pack-house. Parking spacesA request for use of two parking spaces in the pavilion car park had been received from a sandwich- making concern. The proprietor was unable to put forward a business proposal at the meeting due to both his vans being required at another venue for the time being. He would be in touch at some future date.
Troiscliffe
Police Members noted that PCSO Ross McMillan had been very helpful in removing a car which had been blocking the footpath near School Lane for several days. The PCSO said that Kent Police would look to remove any other vehicles which were blocking the pavement. He had also agreed to put parking notices on other vehicles parked on the pavements around the village, when he was in the area, advising them about offences and charges.
Defibrillator Arrangements were being made for an awareness session for parishioners and visitors to the village to find out more about how a defibrillator can save lives. Dog waste bin The clerk had delivered a note to all houses in Green Lane advising them that the parish council was looking to place a dog waste bin on the bridleway at the end of Green Lane. The clerk had received one query from a resident but no formal objections. It was resolved to move the bin in Pinefields Lane to the bridleway at the end of Green Lane. The clerk would advise the borough council. Queen’s birthday The beacon had been lit in honour of the Queen’s 90th birthday. Ian Fern of Wrotham Quarry had donated 24 boles of champagne to toast the
Queen. Planning applications No objections were raised to an application to remove a large ash tree and replace with hawthorn hedge at The Forge, Taylors Lane, and to the demolition of a garden storage building and its replacement with a garden store and carport at Coldrum House, Coldrum Lane. School Lane The school had agreed to place an article in the next newsleer asking parents to be respectful when parking in School Lane and not to block the pavements. Playground work The current grass contractor had quoted for the outstanding remedial works required to the play area. Members resolved to accept the quote of £65.48 to level the memorial bench next to the play area and a quote of £505.20 to remove the gravel boards and stakes around the edges of the rubber maing for the play equipment and replace with topsoil and turf. Allotments The Land Registry did not have a formal record of who owns the allotment boundaries.
Wateringbury

Standing orders Council voted to change its standing orders to allow individual councillors to declare an interest in a topic and then speak and vote on the topic provided they had been granted dispensation by their fellow members. Allotments There were four vacant plots at the Love Lane allotments. Anyone wishing to rent an allotment this year should contact the parish clerk. The annual rental is £20 and there is water at the site.
Community governance review The chairman and clerk had aended a meeting with East Malling and Larkfield and Teston parish councils to discuss the Tonbridge and Malling proposals to extend Kings Hill parish by including land at present in surrounding parishes. Councillors had held a site meeting with borough council staff about these proposed changes, especially the golf course land, and were to seek further clarification. Warden Steve Dixon had been appointed as volunteer support warden. Photocopier It was agreed to lease a colour copier for the clerk to use. Village warden John Ibbs reported that his main concern was the behaviour of irresponsible dog owners who do not pick up after their pets. He said dog poo was not only unpleasant underfoot but could cause serious health problems. KCC Cllr Mahew Balfour would be meeting residents of the PizienWell area to discuss their concerns about the speed of vehicles on the A26 between Mereworth and Canon Lane and the number of accidents and near misses they were witnessing. Public forum It was suggested that steps were taken to protect the WorldWar II defence pill box on Tonbridge Road.A resident expressed his concerns about right of access to his property if the Greensted care home redevelopment plan was approved.
