SpeedWatch The clerk reported that the SpeedWatch equipment damaged by Hadlow Parish Council had been repaired and the sessions could resume. The scheme needs more volunteers to remain viable. Play equipment RoSPA will inspect the playground in June. Members noted a dwindling volunteer base meant that it was proving difficult to maintain the play area and recreation ground, which were currently maintained at no cost to parishioners. Parking restrictions The joint transportation board had approved the proposals for parking restrictions at the junction of Millhouse Lane and Troiscliffe Road following two rounds of formal consultation. The manager of the Angel Inn had asked for a meeting with the parish council to discuss the proposals. The request was received after a decision to approve the parking restrictions had been made at the joint transportation board meeting. The parish council was just a consultee and had not received any leers of objection from parishioners. The restrictions were expected to be installed in June or July. Public forum Several members of the public expressed disappointment that the proposed parking restrictions at the junction were going ahead. There was a suggestion that the public house could be affected and visitors would try to park on the trackway around the village green which could affect access for these residents. The clerk agreed to find out if there would be an opportunity for an appeal. Wrotham quarry Manager Ian Fern explained the history of the site and also explained the next stages for extending the quarry and the implications of the proposed tunnel. Members were pleased to hear that he could be willing to assist with community projects and deal with future complaints about lorries visiting the quarry causing any kind of disturbance. Stubblesdown The new posts had now been installed. However members noted that cars were still being displayed for sale on the highways verge. The clerk had sent photographic evidence to the enforcement team at Tonbridge and Malling Council taken over a month that a car sales business was being run at the site. Village hall The three people who were badly burned in the tragic incident on New Year’s Eve were still undergoing treatment but were expected to make a full recovery. However, due to the nature of their burns, they would never be able to be in direct sunlight. Village green The clerk had reported to KCC the damage done to the village green during the recent roadworks.A reply was awaited from UK Power Networks in respect of its proposals to resolve the situation.

Open forum Mr Marchant suggested that the parish council look at reasons why the stream which runs under Bull Road towards Birling Ashes floods as he thought it might be due to drainage from the M20 and the Leybourne Grange site. Bull Road The potholes had been filled

ADDINGTON Parish Councillor Patricia Garrett was presented with the Kent Association for Local Councils Community Award at the parish council meeting in recognition of all her services to the village. She has lived in the village for 36 years
and was a school governor for seven years before becoming a parish councillor, positions which she said she undertook because of her passion for the community. She is pictured receiving her award from

The risks involved in lier picking along busy roads were discussed and it was agreed that bit would still be a worthwhile exercise if the activity was limited to footpaths. Planning An outline planning application had been received for demolition of existing detached house and outbuilding at Timberley, 19 Masters Lane, Birling, and replacement with three detached dwellings, garages, parking and improved access. It was agreed that this was a major concern with doubts about whether the proposed passing area in Masters Lane would be sufficient to cater for the increased volume of traffic using the lane, and safety with the increased number of vehicles exiting on to Ryarsh Road. The council raised no objections to the development but said suitable access must be provided.

Golden wedding Chairman Mike Porter and his wife were congratulated on their golden wedding anniversary. Funding Concern was expressed at the likely cut to borough council funding currently passed down to parish councils. In view of cuts to be made in the next financial year, it was suggested the parish council should look more closely at expenditure with current contractors. It was suggested that collective purchasing with neighbouring parishes could save costs and this would be investigated further.A review commiee had looked at cost cuing measures several years ago and it was agreed that it would be good practice to do so again. Police maersA report of malicious communication that had been broadcast on social media was received by police. Enquiries were ongoing but it was anticipated that this complaint would be resolved by community resolution between the parties involved.A male was assaulted in a car park following a football match in Dion.A resident returned to her property in Station Road to find three male intruders in the house. The man ran down the stairs and out of the front door. Forensic evidence was poor so could not be used for identification.A female driver drove off from the petrol station on London Road without paying for £34 worth of petrol. Police identified the driver and she was asked to repay. Oaken Hall There was a problem with the
floor which had risen near the serving hatch as a result of water damage. It was thought that steam was collecting underneath the floorboards which would indicate a leak, but the source of the hot water had yet to be identified. The insurance company would be contacted immediately to ask for advice and the borough council would be contacted to see if it held any detailed plans of the building and its pipework. Queen’s birthday The chairman showed a sample of a commemorative medal in honour of the Queen’s 90th birthday. It was resolved to buy one medal per member for £1.99 plus VAT and anyone wishing to place additional medals should forward details and payment to the clerk who would place a joint order. Social media The clerk advised that her daughter, a recent graduate, had offered to create a Facebook page as a voluntary project. This was agreed subject to there being control over the content.
East Peckham
Warden’s report Lara Sams asked for the parish council’s help to encourage residents to report non-emergency incidents to 101. Question time Residents had expressed their continuous support of the parish council and all it was doing in order to retain a surgery presence in East Peckham. A resident had expressed concern about the proposed route of the Kent Air Ambulance. It was noted that Tonbridge and Malling Borough Council was considering a planning application in this respect. War memorial There had been no new information from either HLF or Burlite War Memorial Restoration Ltd. The clerk was researching alternative contractors. Living wage The parish council had been accredited as a living wage employer. Annual meeting The clerk was thanked for organising the event and members were thanked for their participation. Two correct entries had been received in the “Guess Where” competition and both entrants had won a bole of wine. Jubilee Hall Regular bookings remained constant. There had been no loss of income over the Easter holidays as the WOK gym club had increased its hire. Work on the toilet and corridor refurbishment had been completed apart from the fiing of a new coir door mat. The PAT test of small appliances had been carried out. CCTV The PCSO had taken delivery of the tablet.
