Resurfacing KCC Cllr Sarah Hohler reported that KCC would be resurfacing Trottiscliffe Road from the A20 to Millhouse Lane and also part of St Vincent’s Lane this financial year. The footpath running along St Vincent’s Lane to a house called Poppies would also be resurfaced. Yellow lines Borough Cllr Ann Kemp reported that the go-ahead had been given for consultation to start on installing yellow lines around the junction of Trottiscliffe Road and Millhouse Lane. Break-in Members discussed a recent break-in at a property in Trottiscliffe Road. A white van had been seen acting suspiciously in the village on several occasions. Play equipment Cllr Peter Robinson explained that the recreation ground committeewas considering how to raise the £25,000 to £30,000 required for the new play equipment but it seemed that sources of fundingwere limited. The clerk would make arrangements for the plans to be placed on thewebsite and would explain that the committeewere looking for funding. Cllr Robinson would make arrangements for RoSPA to inspect the current facilities. Winsor WorksA member of the public thanked the parish council for its recent response to the planning application for Winsor Works, Addington. The person said the levels of noise coming from the sitewere not suitable in a residential area and that the quality of his life and other neighbouring propertieswas being affected. Therewere also grave concerns about the likely increase in the number of vehicles entering and exiting the site on to this busy stretch of the A20 if the proposals were approved. Signs Regarding a request for a street sign giving directions to the village hall on the west side of Park Road, KCC had advised that the clerk would need to order the sign and arrange the installation. The clerk would meet the owner of Rosa Alba once the sign had been delivered to agree an exact location.A replacement for the missing Addington sign on one of the gateways in Trottiscliffe Road had been ordered by KCC. Saplings Members thanked Cllr Bailey for all her hard work in planting the five new saplings on the East Street North village green. Caravan Members noted that there was a caravan parked on the Greenway boot fair site even though the boot fairs had not yet started there. Projector The bridge club had requested that an overhead projector be installed in the pavilion to assist with its scoring and club development.

Defibrillator Martin Fagin of Community Heartbeat gave a presentation at the annual parish assembly. He explained how a defibrillator worked, purchase options, ongoing costs and responsibilities. If itwas agreed to have one itwas likely to be sited in the porch of the village hall and Cllr Nevillwas asked to relay the information to the Village Hall Charitable Trust committee and give feedback to the parish council.

A TREE in Cobtree Manor Park, Aylesford, is causing great interest with its pure white al- most magical appearance. But inquisitive visitors are surprised to find the branches, trunk and surrounds alive
with creeping caterpil- lars.
The hungry bird-
cherry ermine moth caterpillars have defo- liated the tree and covered branches in cocoons of silk like giant cobwebs. The ghostly tree
looks dead – but Maidstone Council says it will soon re- cover. The staff are not spraying the tree because they do not want to destroy the pupae as the moths serve useful purposes. St Petersburg, Russia, suffered a much greater problem when the caterpillars infested a mass of trees in the city. There the parks department worked flat out to contain the outbreak.

Election Therewas no parish council election on May 7 as therewere insufficient candidates. This resulted in one change to membership of the council with Shinina Fernandez stepping down. Cllr Steve Vaughanwaswelcomed to the parish council.
East Peckham
PCSO report The PCSOswere aware of an increase in anti social behaviour around the Jubilee Hall playing fields and the new youth shelter. Itwas noted that the PCSOs were not receiving complaints when incidentswere taking place but were informed a few days later. Warden An email of appreciation had been received from former communitywarden Paul Harfleet for the council’s gift on his retirement. Report Several residents had complimented the parish council on its excellent annual report. Dog mess A resident had expressed concern with regard to dog fouling especially in theWestwood Road and Bramley Road areas. The concern had been forwarded to the borough council’s dog warden. Jubilee Hall Regular users had been informed of the 2015/16 charges. The clerk had been informed that the gym club would be pulling out of the hall from 2016. The club had been asked if thiswas correct and if so whether there was anything the parish council could do which would enable them to revisit their decision. The clerkwas looking at ways to use the outdoor areas in a more productiveway andwas keen to see other activities such as cycling, running and archery being offered to residents. Anti-social behaviour Offensive and obscene graffiti was removed from the youth shelter and street snooker at a cost of £300 plus Vat. Graffiti cleaning agents had since been acquired and the groundsman had dealt with further incidents. These had been referred to the PCSOs. Someone had
lit a fire and burned plastic in the new bin by the youth shelter. FilmingA student had made a film on the playing fields for a college project. Filming took place between 9am and 11am and permissionwas granted on condition that noticeswere erected at the entrance to the fields,warning people that filmingwas taking place and that itwas during school hours. Sandbag containers Tonbridge and Malling Council had been asked to replace the missing combination padlock on the container at the Jubilee Hall car park and attend to the faulty padlock on the Pound Road car park. Floodwarden training The next event would be on July 18. The booking form was available on the parish council’s website. Planting An orderwas confirmed for seven three-tier planting arrangements for the village centre, consisting of a bright trailing mix of flowers and costing £1,155 plus Vat. Two to three benches would be purchased for the playing fields from the remaining budget of £1,345 for additional village planting/environment enhancements. The balance would be used for additional planting. The parish council thanked Mr and Mrs Page for an arrangement which they had planted by the village sign in Hale Street. CCTVA quote had been requested for CCTV improvements consisting of improved lighting and an additional camera at the Jubilee Hall to capture images around the youth shelter and street snooker. Chroma Vision had been asked to reposition the camera at the Merry Boys so that it is focused towards the WCs and benches in the village centre. Allotments The base had been completed and the storage container would be ordered. Therewere currently three available plots. Bus shelter The bus shelter at Old Road/Crown Acres junction had been written off in a hit-and-run incident. The insurers had approved the installation of a new shelter, subject to the parish council paying the excess of £250.
