is challenging regulatory actions and zoning practices that diminish the value of private property; supporting limits on the extension of local ordinances to a city’s ETJ; or protecting a private property owner’s right in determining the proper use of their trees, GHBA will once again join TAB in playing defense against these unreasonable regulations.
Home Building as a Career
Due to the fact that over the next five years, 20 percent of skilled workers from the construction industry will likely retire, GHBA will continue to emphasize the need for funding in trades-related job training and educational programs. GHBA
will follow up on the work completed last session on HB 5 that allowed students to work toward industry certifications and licenses in an effort to better prepare them for the demands of the current workforce.
Municipal Utility Districts (MUDs)
Finally, last session there was much focus on increasing transparency of special purpose districts. MUDs were lumped into this category, and as a result, there were a number of bills filed (and passed) mandating new requirements for MUDs in the name of transparency. While transpar- ency is imperative for any special purpose
district, requiring duplicative practices to a level that actually creates more bureau- cracy than transparency is inefficient and counterproductive.
It seems legislation of this nature has returned this session, and the GHBA will again be charged with educating the public and our legislators on the current practices MUDs already follow that make them a highly regulated and very trans- parent form of local government—not to mention, how they provide import- ant services to communities across the Houston area, critical utility services that help sustain fast growth in home building and economic development.
