usage.Aresident had reported that a briefcase had been found in the field behind the village hall. The police had been called and removed the case and contents which had been stolen from a car at Leybourne Lakes in 2010. Sign The date for the installation of the Unsuitable for HGVs signwas still
awaited.Aresident had reported that two vehicles driven by eastern Europeans had got stuck at the T junction at night. The drivers had been helped, yet again, by residents. Names of two transport companies had been noted and the clerk was asked to contact them. The clerkwas also asked to contact another transport company which, itwas thought, might have agreed to use Roughes Lane and the A20 rather than drive through Birling. Local plan review Ideas on “what makes Birling different”were discussed. The village’s relationship with the Nevill family and the flower festivalwere mentioned. Tonbridge and Malling Councilwas again participating in Heritage Open Days and the clerkwas asked to contact the parochial church council to see if itwould like All Saints’ Church to be included. Planning Concernswere raised by two residents about a property development at Holly Hill that was considered not in keeping with the local environment. The parish council advised that an objection had been made to the borough council at the time it was approved.
Dion
TreesAresponse had been received from Tonbridge and Malling Council about trees at the former Dion Laboratories site. The treeswere not covered by preservation orders but were considered important and would be retained. The fencingwould be moved to give adequate protection. The developer’s agent had been made aware of the comments regarding site traffic. Defibrillator Itwas suggested that it would be preferable to have two defibrillators – one at the community centre and one at Kiln Barn. Itwas agreed to purchase one and ask KCC Cllr Peter Homewood for funding for a second one.

Lier Itwas agreed that the voluntary lier code initiative should go ahead with the help of the PCSO and communitywarden and with the certificates being presented at the annual parish meeting. Lighting Many streets in Dionwere now without lighting between midnight and 5am. One complaint from a resident had been received and passed on to KCC. ParkingAleer from a resident concerned about unsafe parking near the schoolwas received. Thiswould be passed on to the communitywarden, PCSO and the school. Community day The council agreed to provide the bouncy castle and roundabout for the community day on Sunday, June 29. Planning An application to install a 6 close-boarded fence at 16Woodlands Road was considered. Itwas agreed to ask why therewas a need for such a high fence, whichwas out of keeping with others in the road.
Disappointed Cllr Cordwell asked that his disappointment be noted at the lack of notice taken by Tonbridge and Malling Council to comments made by the parish council on planning applications.
East Peckham
SandbagsAresident asked what arrangements had been made for the collection of sandbags andwas told there were none. In previous situations, Tonbridge and Malling Council had arranged for them to be collected. The clerk would see if the borough could make similar arrangements. Flood group There had been renewed interest in the East Peckham Flood Group and itwas keen to set up a new flood warden scheme. Co-opted Mrs Daywas co-opted to fill a vacancy on the parish council. Jubilee Hall and playing fields Following the winter storms, a tree survey had shown two trees requiring aention. There had been more incidents of anti-social behaviour and residentswere urged to report these. Neighbourhood plan There had been lile interest from the community and a final pushwas being planned to aract involvement. An outline for the planwould be included in the annual report and the teamwould have an information stand at the annual parish meeting. Itwas suggested that a questionnaire also be included in the annual report to make it easier for residents to respond. Flood meetingAreport had been received from the flood meeting, whichwas aended by 200 residents. Practical steps to improve the response and reduce flood risk were discussed. Itwas resolved that 25 high-vis vestswould be ordered and Cllr StephWatsonwould receive an allowance of £50 towards a replacement pair of Wellington boots. Holy Trinity churchyard The parish councilwould fund the cost of removing two fallen trees up to £290.
Kings Hill
Vacancy Itwas noted that Mr Griggs had resigned from the parish council and the process for replacing him had begun. Police Inspector John Lea introduced himself and gave a report on local crimes. Village sign Liberty Property Trustwas
supportive about the location of the first village sign in Gibson Drive and had a site visit with the parish council. The principle of the location of the second sign on Tower Viewwas accepted but as it was within the phase three site therewould need to be some flexibility. Youth club closureAleerwould be sent to the club about the remaining equipment and funds. PavementWorks to the pavement outside the Discovery school had been due to start in the Easter holidays. Community hallWorkwas underway on the floor and re-opening was anticipated at the end of April. Many hirers had been relocated and some classes had been cancelled. Helen Munro, chief executive, was liaising with the insurers to confirm if the loss of incomewould be covered.
Leybourne
Policing Four crimeswere reported, with a slight reduction in burglary and an increase in vehicle crime. War memorial An application had been made for a grant of £5,300 for the refurbishment of the memorial. Progress had been made on the missing names. Riding Members supported a donation of £250 towards Leybourne Riding Centre’s water project. Donkey fieldAresidentwas concerned about people feeding animals in the past year. This included the feeding of foxes which aracted vermin, causing her animals to be sick. She had also witnessed the dumping of buered bread in the field opposite the swing park and at the top of Rectory Lane South andwas concerned about dog fouling. Outdoor gym Legal documentswere awaited which should enable funding from Sport England to be available. MUGAlighting This had been discussed seven years ago but was not taken forward. There had now been a request from Leybourne Youth Club to have directional, low-density lighting installed to use the multi-use games area until later in the evenings to enable sports to be played in winter. Thiswould need planning permission. Itwas noted that residents might have concerns about anti-social behaviour but with the support of the police thiswould be dealt with. The CCTV could also be upgraded. Itwas agreed to investigate funding and quotes, while reassuring the local community. Potholes Dangerous potholes on the A20 had been reported to KHS. Planning Therewas a retrospective application for illuminated advertising signs for the Brewers Fayre, Castle Lake. Permission had previously been refused by the borough council as they were out of place in a rural location, but the signs had been put up a few months ago without approval. The parish council repeated its previous objection.
