Urban area gets new definition
Slum free India phase I 16
The definition of an urban area in Census of India 2011 is as follows:
i) All places with a Municipal Corporation, Municipality, Cantonment Board or notified town area committee, etc.
ii) All other places that satisfy the following criteria:
•A minimum population of 5000;
•At least 75% of male work- ing population should be engaged in non-agricultural pursuits and
• A density of population of at least 400 per sq. km.(1000 per sq. mile)
The State Government is re- sponsible for notifying an area as urban.

The Minister for Housing and Urban Poverty Alleviation Ku- mari Selja has said that in pur- suance of the Government’s vision of creating a Slum-free India, ‘Rajiv AwasYojana’ (RAY) was launched in 2011. The Phase I of Rajiv AwasYojana is for a period of two years from the date of approval of the scheme.
The Scheme will provide financial assistance to States that are willing to assign prop- erty rights to slum dwellers for provision of decent shelter and basic civic and social ser- vices for slum redevelopment, and for creation of affordable housing stock. Fifty percent (50 %) of the cost of provision of basic civic and social infra- structure and amenities and of housing, including rental hous- ing, and transit housing for in- situ redevelopment – in slums
would be borne by the Centre, including operation & mainte- nance of assets created under this scheme. For the North Eastern and Special Category States, the share of the Cen- tre would be 90% including the cost of land acquisition, if required.
Kumari Selja said,the Scheme is expected to cover about 250 cities, across the entire coun- try by the end of 12th Plan (2017). The Affordable Housing in Partnership Scheme, which is intended to encourage pub- lic private partnerships for the creation of affordable housing stock has been dovetailed with RAY. Under this scheme, cen- tral support will be provided at the rate of Rs 50,000 per unit of affordable dwelling unit or 25% of the cost of civic infra- structure (external and inter- nal), whichever is lower.
