information technology and knowledge based industries in Bhubaneswar. The Depart- ment of Biotechnology (DBT), Government of India is already funding for the establishment of a Biotech Incubation Center (BIC), a nonprofit society, inside the Bio-Park to facili- tate R&D/Technology-based bioentrepreneurships. Also, a second larger bio-park (Phase 2, 200+ acres) is proposed to be built near Bhubaneswar, if investors and entrepreneurs and companies may like to set up their bio-shops.


To transform this area to a world class city region, BCUC needs to make a quantum leap on two major fronts: economic growth and quality of life. The entire exercise has stressed the need for partici- patory planning and has been drawn giving due weightage to


the priorities and aspirations of the stakeholders. With the active participation of all the concerned departments, the Perspective Plan when imple- mented is expected to bring in balanced and holistic develop- ment in the region, open up major avenues of investment, trigger collateral growth, pro- vide opportunities of employ- ment, raise the quality of life of the people and boost the im- age of the BCUC significantly.


Housing The existing population of BCUC of 15,20,000 will reach 45,50,000 by the period 2030, implying an addition of around 30,30,000 people and an addition of 6.65-7 lakh dwell- ing units. In addition there is a current backlog of around 1,50,000 dwelling units includ- ing qualitative and quantitative


shortage and obsolescence. This indicates that there will be a requirement of around 8, 12,000 dwelling units in the plan period.


The expected distribution of income groups by 2030 will be Higher Income Group (HIG)- 20%, Middle Income Group (MIG)- 45%, Lower Income Group (LIG)- 20% and Economically Weaker Section (EWS)- 15%.


However for further indus- trialization of BCUC, three neighbouring districts namely Jajpur, Dhenkanal and Naya- garh, rich in mineral and ag- ricultural resources, could be more intensively utilized in this part of Orissa. This perhaps indicates the future direction of growth of Bhubaneswar would be north west and south, and south-west.
