Earl N. Hall Retires After 43 Years By Michael T. Brigandi The regional construction in-


dustry recently lost the experi- ence and expertise of Earl N. Hall, who retired from the Con- struction Employers Associa- tion of Central New York (CEA) after 43 years as Executive Di- rector. Previously, in 2006, Earl retired as Executive Director of the Syracuse Builders Exchange after 35 years of service. Earl’s labor-relations experi-


ence and integral knowledge of the many employee bene- fits funds he served as an employer Trustee was developed over the four decades he was involved in labor negotia- tions and Trustees meetings. He was instrumental in pro- moting and establishing many of the benefit plan design innovations such as the defined contribution/individual account pension and health plans including the consumer driven plan designs which have resulted in major cost re- ductions in operation of these funds. He was also actively involved with employee benefit legislation throughout his


career starting with the Employee Retirement Income Se- curity Act of 1974 (ERISA) and most recently, the Pension Protection Act of 2006 (PPA), for which he was invited by Senator Clinton to testify before the Democrat caucus of the US Senate as the representative for employers contrib- uting to multi-employer pension funds. Earl recalls past events such as meeting in 1974 with the Republican sponsor of ERISA, Senator Jacob Javits, in his NY City office when politicians and their staff had little or no knowledge of multi-employer funds; and being at a restaurant in Liverpool with his friend, then US Secre- tary of Labor Pete Brennan, when Pete received a call from the President to return to Washington for the signing of ERISA on Labor Day. In recent years, prior to PPA-2006, Earl became actively involved with the National Coordi- nating Committee of Multi-Employer Funds (NCCMP) which honored Earl at their 2004 national conference with the NCCMP Annual John L. Lewis Award for outstanding contribution to the protection and advancement of multi- employer plans. Earl N. Hall became involved in construction as a teen- ager on his parents’ farm in upstate New York and then
