links. Instill belief in the project and the young people's ability to deliver. Engage your partners in this project (parish/town councils, Police, youth & community workers, maintenance officers, recreation/sports officers etc).


2. Youth and community engagement (being part of the dream)


Set up a small steering group of partners and a specific youth group to progress the project (can be combined). This may require the forming of a new constituted group with a bank account if applying for grants. Identify communication links to young people in the community outside the group. Confirm when and how the general community is to be actively consulted (to discuss the principle of a youth facility in this location or when potential designs can be shown).


3. Action Planning (dreams becoming reality)


Identify the actions required to deliver the project, produce and agree a time scaled action plan with both the young people’s group and partners, and which also outlines the responsibilities to each group (e.g. young people can apply for external funding for the opening event).


4. Design, Development and Project management (deliver the dream)


Take young people on a trip to see some other facilities and talk to other young people using that facility and its managers. Identify the consensus of requirements, likely costs and locate and agree the proposal on a plan with steering and youth group. Look at designing the safety sign/rules of the facility with


young people. If the costs are more than your available budget, look at raising the necessary funds via the youth group. Confirm fencing (ball stop) heights required (3m fencing across the length of the goal ends prevent the majority of ball loss and reduce frustration of young people in collecting it). Agree design brief and specification and issue tender. Telford & Wrekin Council’s tenders are fixed price design and build which require the contractors to meet relevant standards (e.g. BSI PAS 30) and require the contractors to obtain a satisfactory RoSPA post installation inspection and risk assessment and correct any outstanding issues before practical completion/payment. Young people then choose the preferred design, and with steering group support consult the public, submit planning application and bids. Start planning opening. Build. Accept handover from contractor.


5. Ongoing management (dreams of success)


Provide an official opening to market the facility and as a thank you for all contributors. The more memorable the opening the more ownership the facility will have within the community. Include activities (e.g. face painting) for children who inevitably come along to the event with their older siblings. Confirm regular usage of the facility by police/ sports development/youth service etc. to continue ownership of the facility by the next generation.
