TROY PROVES HE IS NOT THE WEAKEST LINK

BPA chief executive Patrick Troy faced a grilling from Watchdog’s Anne Robinson as the private parking sector was again the focus of public attention.

The consumer rights’ programme, which airs on BBC1, covered the case of Mr Cutts, a motorist who received a parking ticket for not paying and displaying correctly at a car park in Stockport, managed by an AOS member, Excel Parking Services. Cutts refused to pay the ticket, stating that he did not consider the present Excel signage to be visible enough. The matter was taken all the way to the county court where the judge found in Mr Cutt’s favour.

When the acerbic television presenter asked Troy why the BPA failed to make Excel change the signs, the chief executive explained that the signs complied with the AOS Code of Practice and there were enough signs in the car

When asked if the current code of practice for management of parking on private land was robust enough, Troy reiterated the BPA argument that while the code had a scheme of sanctions with which to penalise members, the ideal situation would be for government to impose legislation that would fully regulate the sector.

Following his appearance,

park for users to see them. Robinson pressed Troy, asking if he expected elderly people to be able to see the signage. Again, he explained that when people entered a car park they should expect to pay, and the information in the car park was adequate for people who intended to pay for their parking time. Troy also pointed out that this particular car park caters for 2.9 million cars annually, with a 99.6 per cent compliance rate. He explained

that for every county court judgement that found in favour of a motorist there would be another one that sided with the car park operator.
