FEATURE BPA COUNCIL


TIMETABLE


Location: Institute of Highways and Transport, central London Prior to the council meeting the executive board will have met and as a result, working papers for board decisions are produced and distributed to all council members to read. From this stage, members will be able to formulate questions for the meeting. To give you a perspective of volume, the papers can range from 20 separate items up to as many as 50. Plenty of bedtime reading!


1030 Meeting called to order, welcome and apologies Minutes of the previous meeting and matter arising


1045 Declaration of confl icts of interest This is important and refl ects the diversity and range of skilful people across the council membership. Confl icts of interest can occur and when this happens, individuals concerned leave the meeting for the specifi c confl ict item Items for discussion


At this point the 20 to 50 items listed are each discussed in turn; some of course are quite straightforward and quick to resolve, while others are very complicated and need a more in-depth discussion. The important thing for members to understand is that every single person around the table has an equal opportunity to have their say, and nobody is made to feel uncomfortable if they do not agree on any given point.


Sometimes, items are so complex that other committees may need to be formed, and to report back to full council at a later stage. For important issues to be properly heard, it is vital that council members participate in the discussion without fear or favour and are, in fact, openly encouraged to do so


1230 Lunch Great, a welcome break to rest the brain for 30 minutes


1300 Finance report This would seem fairly straightforward but it is important that as representatives of the membership we tackle items of investment and expenditure to keep the organisation healthy and going in the right direction


1340 Status report The status report provides an overview of the present activities of the staff executive and describes the present status of current BPA programmes and initiatives. All members should know that projects are properly costed and evaluated, each undertaking has real benefi ts to parking in general, and that proper outcomes are achievable


1350 Health and safety Yes, it has to be on every agenda

BPA regional meetings are a great opportunity for members to air their views


is truly there to represent interests of all its members.


In my opening paragraph I mentioned that I


am fortunate to travel around a lot in the course of a year. During my travels I have heard lots of comments about the way the BPA operate – some good, some bad.


This is healthy but as we move towards the middle of the year, council elections are upon us once again and I hope that this article will help you to understand what is required from a member of the council and therefore how best to cast your vote.


Please spare a thought for the dedication of the commercial operators such as Equita for its continued support of the workings of the BPA. By the way, I’m up for election this year. SB
