INDUSTRY NEWS COMMENT: ISPA UPDATE Nicholas Lansman
IN THIS column I will discuss policy issues affecting the telecoms industry and share insights that I have gained as Secretary General of the Internet Services Providers’ Association (ISPA UK). I want to talk about the upcoming reform of the 2003 Communications Act, which sets out the regulatory framework for the communications and media industries and will update regulation
on broadband, mobile telephony, media regulation, next-generation television and more besides. A Green Paper (the first step in changing the law) is due out this autumn, with the final legislation ready by 2015. Famously, the current version of the Act does not even contain the word ‘Internet’, and the review represents an opportunity for regulation in this area to be future- proofed and made fit for purpose for the digital age. Secretary of State for Culture, Jeremy Hunt MP, has outlined that the new Act will include measures to prevent access to sites infringing copyright. There is no one solution to this issue. The online world offers an amazing opportunity to target and build a customer base. I’m concerned about the potential impact on smaller service providers of setting up blocking solutions, and there is the question of effectiveness. At recent ministerial roundtables I have made these points. Other areas of interest in the new Act include a framework for investment in superfast broadband, spectrum allocation, online child protection and a review of Ofcom’s role. It is crucial that our industry’s views inform and shape the legislation as it develops. We will continue to lobby on behalf of our members to make sure that the new Communications Act lays the right framework to foster innovation and growth in the communications sector.

snom’s UC edition on call for Lync
SNOM technology has intro- duced snom UC, a new edi- tion of snom IP desktop phones designed for UC and qualified for use with Microsoft Lync Server 2010.
The new line includes the snom 821 UC edition and the snom 300 UC edition, both of which work with Lync Server 2010 and are compatible with Microsoft Lync and other SIP- based PBXs.
The snom UC edition also includes the new snom UC600, a purpose-built USB desktop phone that provides operation with the Lync soft client. The snom UC portfolio adds support for the productivity fea- tures included in Lync, such as presence and quick dialing from Lync buddy lists (on the snom 821UC edition). Both the snom 821 UC edition and snom 300 UC edition feature snom UC edition firmware, which is qualified with Lync 2010. “The introduction of the snom UC edition provides busi- nesses with the broad flexibility to utilise phones that can work in a pure UC environment or a hybrid UC and IP PBX environ- ment,” commented Dr. Michael Knieling, Executive Vice Pres- ident of Marketing & Sales, snom technology.
