Tat is when the federal government first started discussing the transfer of the property to the city and then went through the BRAC [Defense Base Closure and Realignment Commission] process in 1997. In 2002, the City of Key West actually filed an application
for an economic development conveyance to the city and was awarded that conveyance. Te filed application was based upon their ability to help tourism and stated that they wanted to build a world- class marina capable of accommo- dating mega yachts. In 2008, the city sent out an
RFP [Request for Proposal] to go ahead and develop the marina. Te article also gave the respondents the ability to make a proposal in the upland areas. Tat was not
only for the marina portion of it, but for the 20 acres left over from the original transfer. Tirty-two acres of the Truman Waterfront were originally transferred with 6.6 acres going to Bahama Village, 2.5 acres to the Assisted Living facilities, about 5 acres to the marina portion and 20 remaining acres were included in the RFP. It said to respond if you had any ideas about the upland areas (so) we responded in two ways. Continued
