which were installed at Stepping Hill Hospital. In this case, annual maintenance costs and charges were only one per cent of the amount needed to purchase a new parking deck. Generally, unless there are major problems, maintenance costs will remain extremely low when compared to the costs for new builds – particularly if an operator is considering a traditional multi-storey or underground car park.

Long-term solutions Although demountable parking decks are often purchased as temporary solutions, they are actually pre-engineered to be permanent – composed of long-lasting, recyclable materials reaching high levels of performance. Te life cycle of materials used for the parking structures installed at Stepping Hill Hospital is expected to be about 20 years. Te maintenance requirements for the parking decks includes: cleaning the protection gratings, gutters, channels and downpipes in the drainage system; relevant part replacement; and repair and replacement of road markings and signs. Southampton University Hospitals NHS Trust decided on a

second-hand refurbishment project. Te structure acquired was a modular, freestanding parking unit, formerly installed in St Mary’s Hospital in Portsmouth. Tis was dismantled and moved to a new plot at Southampton General Hospital. Te new parking area provides 226 car spaces. It includes

concrete paving and different finishing options, which are used to allow the parking facility to blend with the environment and avoid the claustrophobic ‘container effect’.

While the cost reduction strategy is going to be more restrictive, and subsequently there will be less of a demand for new builds, there will still always be a need for hospital parking

When second-hand will not do Although some of the car park fittings and the safety equipment could have been recycled and used in the new installation, they were not included in the refurbishment programme: a new supply of lightning and anti-fire equipment, bay markings and signs have been delivered to comply with the standards required by Southampton University Hospitals NHS Trust. Car park refurbishment is not always the most appropriate

solution. Tere are times when a new build is the preferable route to take, but refurbishment can be an interim choice while assessing long-term parking needs, developing more efficient budgeting and planning future parking strategies. Moreover, new builds can offer a smart option whenever a local authority is compelled to stay within restrictive budget limits, as in these current times of recession and financial constraints.
