BPA IN ACTION FEELING THE BLUES Saving a Mint….


Isn’t it ironic that on the day the Transport Minister Norman Baker MP announced long-awaited new measures to deal with fraud, misuse and abuse of the Blue Badge Scheme, the Home Secretary announced the Freedoms Bill with its provisions to limit the use of regulatory powers of investigation. This will effectively prevent local authorities and their contractors from thoroughly investigating people who are believed to be fraudulently misusing and abusing Blue Badge concessions. However, the BPA welcomes the measures being taken to cut Blue Badge fraud. A full description of the new measures to combat Blue Badge fraud can be found on page 8.


A CLAMPDOWN ON RIGHTS


T e BPA continues to challenge the government to protect property owners’ interests. T e Freedoms Bill currently speaks about banning clamping ‘without lawful authority’ and we have asked government to explain what this means. T ere could


be a number of exceptions to the ban as railways, airports, ports – and even parish councils – have the powers to make their own bylaws. Seeing the value of clamping


to these organisations may lead to clamping continuing in some form.

Following lobbying from the BPA, the Economic Secretary to the Treasury has announced a delay to the introduction of the new 5p and 10p coins from 1 April 2011 to 1 Jan 2012. After


consultation with its


members, and in particular equipment manufacturers who provided information about costs and scale, the BPA was able to fully illustrate to the Treasury the potential fi nancial


impact of this planned change on the parking industry. T e Automatic Vending


Association (AVA) has lobbied strongly alongside the BPA, with both organisations recognising the impact of the change – especially for our local authority members. T ese members faced the prospect of signifi cant expenditure in a short timescale to convert payment machines. We believe the best


interests of the whole parking sector are served by a properly


planned and phased introduction of coin changes, which can now be achieved.
