3pm Stakeholder-working – a new approach
In 2010 Westminster council made stakeholder-working and customer service a key part of its new parking contract; for the fi rst time in local authority parking contracts, a private contractor was asked to lead on stakeholder working.

11.30am Innovation and best practice – what can we learn from other parts of public sector practice to improve performance in parking services?
This seminar seeks to identify some areas of innovation and best practice that can lead to better targeting of services. Speaker: Paul Bradbury, business development director, Civica UK.
12.30pm Safer parking today
This seminar features three presentations: the progression of the Safer Parking Scheme; the role of parking professionals in counter terrorism; and advice on using CCTV to reduce criminal behaviour. Panel of Speakers: Andy Hays, CCTV in Focus; Arllette Brown, of the safer parking team; and Garth West, counter terrorism security adviser, Thames Valley Police.
2.30pm Reclaiming the streets
This session will look at how the role of the civil enforcement officer has changed over time, and how it can evolve into an ambassadorial role incorporating a range of enforcement duties. Speaker: Ian Patey, business unit director, technology, Mouchel.

12noon Job done! What’s next? The BPA Sector Skills Strategy
The objectives of the original BPA Sector Skills Strategy have now been completed. In this session you can hear from some of the parking sector’s leading organisations on how they have adopted the strategy and the changes this has brought about. You will have an opportunity to ask questions of this panel of experts and find out what is coming next in the skills agenda. Panel of speakers: Adam Bidder, Q-Park; Alistair Cooper, NSL; Marilyn Waldron, Department for Transport; Nigel Williams, Board chair, SKIPPS; and Richard Hein, chair of CMAP, Winchester City Council.
This presentation will explore Westminster’s vision for the new service, and the steps NSL has taken to deliver a step change in the way private contractors deliver a fi rst-class customer and stakeholder experience. Panel of speakers: Keiran Fitsall, City of Westminster; and Jonathan Reed, NSL.

During this session Patrick Troy will share his experiences of working with the media and will recap, using video clips, on some of his more memorable television appearances. This session will look at the cost savings and effi ciencies that have been experienced by councils going totally or near cashless, such as Islington and Westminster City Council. Speaker: Robin Bevan, chief executive, PayByPhone.
1.30pm Improving performance and minimising costs – managed services for progressive and effective enforcement
New technologies continue to offer opportunities to transform and improve effi ciencies in all areas of civil enforcement operations but, as budgets are squeezed, it’s not always easy to harness the very real advantages that new technologies present. Mandy Watson and Louis Ellis of ICES will highlight the signifi cant advantages of managed service provision, which harnesses the latest advances in enforcement and back offi ce processing with full service level agreements.
