Te 2011 Ernest Davies Award for Journalism in Parking will take on a slightly different format. Tis year, we will be automatically considering


any article that has been published over the course of the year in Parking News. In addition, anyone wishing to enter a standalone article should email their submission to editor@britishparking.co.uk. Pieces submitted by PR agencies on behalf of a company will not be accepted as entries.


Crossing borders


For more than two years the training offered to civil enforcement officers in England and Wales has not been available to their Scottish counterparts. Tis has been because much enforcement in Scotland is still regulated under the Road Traffic Act (RTA) 1991, whereas England and Wales operates under the Traffic Management Act (TMA) 2004. However, the BPA


and Asset Skills are in the process of addressing this


imbalance with a new qualification for Scottish parking attendants (PAs). Tis will be an induction qualification for a PA. Te qualification will


cover: l Implications of parking legislation, including the RTA


1991; l How to apply


contravention codes; l Parking exemptions and how these relate to


restrictions; l Te disabled persons parking scheme and its


parking concessions; l Vehicle identification; l Te procedure for


issuing penalty charge notices (PCNs) and the requirements for collecting solid


supporting evidence; l Describing the


appeals process; l Promoting safe and effective working


practices; and l Conflict management for parking attendants. We are currently
