Here are just a few of the people who will be leading seminars and discussions over the exciting three-day Parkex programme
instances of parking permit fraud and misuse, but his primary role is the investigation of the fraud and misuse of disabled Blue Badges.
Catherine Howe Norman Baker
Norman Baker As Parliamentary Under-Secretary of State for the Department of Transport, Norman Baker has been very hands- on in his dealings with the parking industry.
The ban on clamping on private land by private companies is a personal victory for Baker – who, in the last parliament, tabled a motion in the Commons to outlaw this practice. The publication of the Freedom Bill begins the process of stopping wheel- clamping firms in England and Wales from being able to clamp vehicles parked on private land.
Baker has made clear that his priority as a transport minister is to ensure that parking provision is fair for both the motorist and the parking operators, and says he is prepared to listen to all interested parties to achieve this end.
Gordon Catchlove Described in the Edinburgh Evening News as Scotland’s ‘Lone Blue Badge fraud investigator, dedicated to hunting down those who misuse a disabled parking pass’, Gordon Catchlove will be one of a panel discussing Blue Badge fraud. Catchlove is employed in parking operations at the City of Edinburgh Council as a Blue Badge fraud officer. He is responsible for investigating all

Involving people in the democratic process is the driver behind Public-i – the online social democracy initiative. Catherine Howe took over as chief executive of Public-i in January 2010, moving from operations director, a position she had held since 2002. As a specialist in social media and eDemocracy, she has worked with online communities and social networking tools for more than 10 years. Initially developing learning applications at the London Business School, she was founder director of
Etribes.com – an online community consultancy, which specialised in working with third-sector organisations such as Christian Aid, YMCA and YHA. Since joining Public-i, Howe has been instrumental in the development of both the core webcasting product and the new Citizenscape platform.
Paul Bradbury
As group business
development director for Civica, Paul Bradbury has more than 20 years’ experience in both selling and developing complex IT and business service-based solutions to both the corporate and public sector. Prior to moving into the BPO team in 2010, he was sales director for Capita’s local government services team. Having a broad range of experience in a number of IT sectors has helped Bradbury to find innovative solutions that respond to customer needs while making sure that these are fit for purpose and can be supported and maintained throughout the lifetime of the contract.
Lord Geoffrey Filkin Despite numerous other positions, such as chairman of St Albans Cathedral Music Trust, trustee of four charities and adviser to several companies, Lord Geoffrey Filkin is also chair of the 2020 Public Services Trust, which he founded in 2008. He spent most of his working life in the public sector – as a manager of services, as a chief executive and then as secretary of the Association of District Councils, where he helped found the Local Government Association and created key policies for local government.
He was one of the founders of the new Local Government Network in 1996 and founded the Parliament Choir in 2000. For four years from 2001 he was a government minister.
Lord Geoffrey Filkin
Lynn Witham With more than 20 years parking experience, Lynn Witham worked at both the City of Westminster and Wandsworth Council before setting up Parking Associates.
A past president of the BPA, Witham is now chair of the AOS board. She has been instrumental in developing the NVQ for parking administration staff, as well as the BPA standard enforcement contract. She also advises on standards and qualifications for administrative staff for the Council for Administration. Witham has been involved in the recent reviews of the parking industry, the development of the statutory guidance to the Traffic Management Act, and the development of the BPA Sector Skills strategy for further qualifications for the parking industry.
