Throughout the last financial year, the City has continued to strive to achieve the goals set out in the Council Plan. This plan is our blueprint for the City and it revolves around relevant and realistic objectives. The 2009-10 financial year has certainly been a year of achievement and progress made in each of the areas detailed in this report.


The Annual Budget reflects the financial cost of implementing the actions contained in the Council Plan and is an extremely important aspect of planning undertaken by the City. The Budget’s development requires a significant amount of resources over a six month period prior to its adoption. In 2009-10 the Budget was again a testament to the City’s commitment to sustainable financial management, providing funding for responsible governance, an impressive range of community services, and numerous capital initiatives aimed at maintaining and improving the City’s infrastructure.


A great deal of thanks goes to the City’s staff for their dedication, commitment and initiative, and for their outstanding contribution in progressing the City’s organisational goals throughout a challenging and busy year. The achievements noted above merely scratch the surface of what has been undertaken throughout 2009-10 and I encourage you to read through this Annual Report for a more comprehensive understanding of the City’s achievements.


This will be my last Annual Report, as I will be retiring this September 2010 as Chief Executive Officer of the Horsham Rural City Council after a period of more than 15 years of service.


I have enjoyed working with various Councils of the Horsham Rural City Council to see significant projects come to fruition. To name a few, the establishment of the Horsham Regional Livestock Exchange in 1991, the establishment of the “City Gardens Estate”, Nexus Youth Centre, Horsham Aquatic Centre, the redevelopment of Horsham CBD in Darlot and Firebrace Streets, the expansion of Horsham Regional Art Gallery in 1999, Wimmera Regional Library in 2005, the creation of the Horsham Enterprise Industrial Estate and the settlement of the Wotjobaluk National Native Title Claim in 2005.


I would like to thank the very many Mayors, Councillors and staff members I have worked with together with the Horsham, Wimmera Region communities for their wonderful co-operation and support. Horsham in particular is ‘the jewel’ in the crown of the Wimmera and I trust I’ve helped make it a more liveable city while ensuring it has a great future.


It has been an honour and a privilege to work with the Horsham, Natimuk, Warracknabeal and Wimmera residents and their communities over the past 32 years.
